Summary
This position is in the Bureau of Diplomatic Security, Countermeasures Directorate, Office of Security Technology, Countermeasures Program Division, Technical Analysis Branch (DS/CMP/TAB). You will provide specialized expertise in technical espionage to the Department, including expert advice and guidance to senior management, as well as to U.S. diplomatic Chiefs of Missions, Intelligence Community (IC) counterparts, international allies, and security officers worldwide.

Duties
Coordinates technical intelligence threat and risk analysis program. Plans, coordinates, and evaluates research/analysis activities to assess and evaluate technical espionage threats and risks to assets and national security information worldwide.
Evaluates the effectiveness of procedures and projects for technical counterintelligence collection, coordination, and information dissemination. Administers analytical support to technical surveillance countermeasures (TSCM) operations.
Develops, evaluates, and approves analytical products and briefings provided to Department, interagency, and international stakeholders for technical counterintelligence and security situational awareness and to promote field reporting.
Represents the Department's interests and equities as a DS and Department representative to formal interagency and international committees, conferences, and working groups.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience using critical thinking skills and analytical tradecraft principles to conduct all-source intelligence collection, research, and analysis of technical espionage threats.
Experience preparing comprehensive threat intelligence reports/assessments and delivering briefings on technical counterintelligence issues.
Experience in analytical risk management (ARM) methodologies to quantitatively and qualitatively assess technical counterintelligence threats and risks to personnel, facilities, and national security information.
Experience establishing liaison and interacting effectively with other counterintelligence and security personnel to exchange information and coordinate analytical support for technical security operations.
There is no substitute of education for specialized experience for the GS-14 position.
