Research Support Facility: AI for Multiple Long Term Conditions
Many people suffer from multiple health conditions, particularly as they get older or are from less affluent areas. Most of the evidence base for medical care is about treating single conditions and we know surprisingly little about identifying and treating multiple long-term conditions (multi-morbidity) or MLTCs. Recently, this has become a strategic priority for the UK's National Health Service and research funders.
The Alan Turing Institute has been awarded a grant by the National Institute for Health and Care Research (NIHR) to deliver a Research Support Facility (RSF) for the £23 million Artificial Intelligence for Multiple Long Term Conditions (AIM) investment. The NIHR AIM RSF team will support researcher teams from around the UK in their efforts to systematically identify new clusters of disease and the development of conditions over the life course. The research will develop insights into the identification and subsequent prevention of MLTCs.
The NIHR AIM RSF will be delivered jointly between the Turing's Tools, Practices and Systems and Health and Medical Sciences programmes, with collaborators from Swansea University and the University of Edinburgh. Together they will build capacity and capability in AI and MLTC-M research, foster a collaborative approach and a culture of shared learning, and provide a leadership role to facilitate impact from the AIM investment.
The Tools, Practices and Systems (TPS) programme at the Turing represents a cross-cutting set of initiatives which seek to build open source infrastructure that is accessible to all, and to empower a global, decentralised network of people who connect data with domain experts.
The Health and Medical Sciences programme at the Turing delivers research into the theory and methods of AI, statistics, and data analytics underpinning medical and health applications that will enable scientists to do better science, without compromising respect for privacy and patient trust.
The RSF has been created to ensure that the funded research projects across the NIHR AIM programme work together efficiently to answer questions relevant to patients and the general public using cutting edge analytical tools. One of the goals of the RSF is to minimise the administrative costs of research and support data access and analysis, which will, in turn, speed up research and its uptake and impact.
Programme Management
The Alan Turing Institute has ten Programmes of scientific research in key areas of AI and data science, each led by a Programme Director. There are also a small number of significant programmes of activity which sit across several research Programmes.
This role sits within the Institute’s Programme Management directorate, which is responsible for the management and delivery of these programmes in support of the senior academic Programme Directors. The team oversees millions of pounds of data science and AI research, training and knowledge exchange programme initiatives in these programmes, ensuring they are managed to business requirements, specification, time and budget. There are a number of Programme Managers within the team, usually focussed on one research Programme or programme of activity, but who may provide programme management capabilities and support to other projects or activities from time to time as required. Programme managers are not permanently attached to programmes and may be moved to other research programmes in-line with business needs. Programme Managers may also have the opportunity to support other programmes ad-hoc or more formally, where there is a business need.
We are recruiting a Programme Manager who will manage the delivery of the AIM Research Support Facility.
They will work to connect experts in research engineering, data science methods, clinical practice, information governance, open source software development, and inclusive participatory design ensure that this investment delivers FAIR (findable, accessible, interoperable and reusable) outputs that are greater than the sum of their parts.
ROLE PURPOSE
Programme Managers oversee and manages delivery of research projects within the designated programme/s, within funding parameters and to meet agreed delivery milestones and impact objectives.
The post holder plans, organises and communicates the start-up of individual projects and initiatives and is responsible for oversight of ongoing activities within the Programme. Funding may originate from Research Councils, external partners and sponsors, or Turing core funding.
Programme Managers report either to a Senior Programme Manager or the Director of Programme Management, and may have line management responsibility for one or more Research Project Managers.
Their relationships are broad and varied, spanning a diverse team of academic research and business staff within the Institute, together with researchers and operational and senior stakeholders within partner organisations (both university partners and funding partners).
This post holder will manage the Institute’s cross-Turing Programmes' Research Support Facility for the Artificial Intelligence for Multiple Long-Term Conditions programme, and coordinate the interactions with the key programme stakeholder, NIHR. The Programme Manager is responsible for facilitating smooth operational links between the partner universities and research institutes as well as close working within The Alan Turing Institute to deliver high-quality research projects, research programmes, and knowledge exchange in data science and AI.
The role will line manage the Research Project Manager for the RSF during the period of the programme.
DUTIES AND AREAS OF RESPONSIBILITY
- Oversee the delivery of the £3 million NIHR AIM RSF programme incorporating cutting edge data science and AI research and training and knowledge exchange programme initiatives, ensuring they are managed to business requirements, specification, time and budget.
- Provide support, advice, and challenge to the RSF principal investigators in the implementation of robust programme management processes and protocols. Ensure the programme complies with Institute policies and governance.
- Be responsible for performance management and professional development of one or more Research Project Managers.
- With the PI, Co-Is and other colleagues, shape the delivery of the NIHR AIM RSF strategy and set, implement, and regularly review programme objectives and activities, in alignment with the Institute’s strategies.
- Foster, grow and develop the research community engaging with the programme through activities that meet the mutual needs of the overall NIHR AIM investment and the broader MLTC research community.
- Catalyse connections and collaboration between researchers, patients, carers, members of the public, and clinicians across the AIM initiative.
- Manage the budget for the programme, which includes estimating proposal/project costs, forecasting, tracking actuals, and reconciliations.
- Plan for and manage the successful close down of the RSF programme including financial, reporting and impact.
- Promote the sustainable use of research outputs by facilitating high-quality analysis, modelling and reporting documentation, and training materials, in collaboration with researchers, developers and domain experts.

Requirements:
- Degree or equivalent level of professional qualifications and/or experience with a demonstrated interest in data science and artificial intelligence
- Demonstrated programme and project management and organisational skills
- Experience managing multi-disciplinary projects, involving external and internal partners
- Budget management and financial processes; experience working with Finance on budget planning, reporting, reconciliations
- Experience negotiating, managing and monitoring academic research contracts
- Experience facilitating research using sensitive data, including an understanding of information governance requirements
- Ability to work in uncertainty, and to map out risks/benefits of potential solutions to problems arising
- Structured and proactive approach to work, comfortable multi-tasking and able to re-prioritise as required

TERMS AND CONDITIONS

The Alan Turing Institute is based at the British Library, in the heart of London’s Knowledge Quarter. We expect staff to come to our office at least 4 days per month. Some roles may require more days in the office; the hiring manager will be able to confirm this during the interview.
