Job description

The County of San Diego has current openings for Data and Research Analyst.

Interviews will take place the week of August 14, 2023. Job offers for selected candidates will be made the week of August 28, 2023.

This series recruitment will close on July 25, 2023, at 11:59 p.m.

Data and Research Analysts conduct data analysis and research to inform decisions related to policies, resource allocations, and operations. Incumbents are privy to highly confidential and sensitive information regarding decision-making processes on operational issues, as well as from individuals who have encounters with County departments in various sectors, including but not limited to criminal justice, medical, environmental, and social services data.

Duties include:
  • Applies rigorous analytic thinking to the collection and analysis of data
  • Supports projects through cleaning and transforming various types of data
  • Creates analytical datasets for different types of projects
  • Performs descriptive and exploratory data analyses
  • Contributes creative ideas to the development of proposals for new projects or for changes to existing projects
  • Provides technical assistance for projects that require data collection, cleaning, transformation, or analysis
  • Is actively and thoughtfully engaged in the activities of multidisciplinary teams, drawing on their technical expertise to support analytic tasks
  • Creates and maintains well documented code and other documentation required for other data analysts to replicate and reproduce work products
  • Finds extracts and interprets data meanings in data for trends, solutions, improvements, efficiencies, and understanding community needs
  • Builds dashboards and reports to visualize data statistics
  • Collects, analyzes, and manages data to develop, monitor, and improve outcome-based performance measures that support evidence-based, data-driven decision-making

Areas of analytical specialization for these positions include:

Quantitative Data Analysis
  • Develops analysis plans for various types of projects using quantitative data from the organization’s administrative systems, data warehouse, client surveys, or from external sources.
  • Creates clear and compelling descriptive statistics and visualizations.
  • Builds advanced and complex statistical models for prediction, forecasting, or risk analysis.
  • Documents model specifications, assumptions, methods of data collection, etc.
  • Creates data visualizations to analyze trends or relationships between multiple variables.
Qualitative Data Analysis
  • Develops protocols to collect qualitative data (non-numerical and unstructured data, usually text such as open-ended responses to survey questions or interviews).
  • Collects and analyzes qualitative data.
  • Interprets and summarizes findings of qualitative data analysis.
  • Develops, implements, and analyzes different types of surveys (e.g., pre- post-).
Performance Measurement
  • Develops a deep knowledge of the organization’s business functions to develop key performance indicators (KPIs).
  • Applies descriptive statistics to the organization’s data to operationalize KPIs to assess the efficiency of the organization’s operations
  • Develops dashboards to visualize and track KPIs.
  • Monitors and analyzes data quality and to ensure accurate estimation and reporting of KPIs.
  • Collaborates with other team members to create performance reports.
  • Makes recommendations on improvement to data collection to improve KPIs.
Program Evaluation
  • Conducts literature reviews to determine existing evidence on the program being evaluated.
  • In collaboration with other team members, develops plans for program evaluations —including process (implementation), impact (causal outcome), and economic evaluations— using the most appropriate methodology for the available data and nature of the program.
  • Cleans, transforms, and analyzes data according to analysis plans.
  • Summarizes evaluation results in tables and graphs.
  • Supports the interpretation of results for reports and presentations.
Data Management
  • Develops in-depth knowledge of the data used by the organization, including data in its administrative systems and from other sources.
  • Is familiar and complies with expectations regarding legal and ethical use of data, as well as with the organizations data sharing agreements, memoranda of understanding, etc.
  • Uses scripting languages to automate the extraction, transformation, and loading of data into the organization’s data infrastructure.
  • Creates documentation including codebooks, data dictionaries, data taxonomy, metadata, etc.
  • Does manual and batch record reviews to clean data errors or to improve matches in master data management systems.
  • Uses coding skills to improve the quality, adequacy, accuracy, and legitimacy of the data used in the organization for analytical purposes
  • Troubleshoots data-related problems and makes recommendations on possible improvements to data infrastructure and architecture.
  • Works closely with other analysts under the same classification, but with different specializations (e.g., quantitative data analysis), to understand their data needs and how to support them, such as by automating the creation and updating of data tables that they regularly use.
  • May analyze data, but their key strength is to generate, maintain, and improve the data used by other analysts across the organization.
The current vacancy is in the Department of Environmental Health and Quality; however, the list established from this recruitment may be used to fill vacancies in other County departments.

IDEAL CANDIDATE

The ideal candidate will have a degree in economics, public administration, sociology, public health, data science, or a related field and experience performing data analyses and/or data management in the government sector is highly desirable. A desire to collaborate with other staff (internal and external) is also important for this position due to the projects and where the data comes from. The ideal candidate will also be able to design and implement data analysis projects and have the flexibility to be the data analyst or project manager.

HIRING PROCESS AND TIMELINE:
  • Job Offer and Background Process begins in August 2023. Note: Current County employees may be excluded from additional background screening.
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

MINIMUM QUALIFICATIONS
  • A bachelor's degree from an accredited U.S. college or university or a certified foreign studies equivalency; OR,
  • Four (4) years of full-time experience performing data analysis and/or research activities to support program, policy, and/or operational decision-making.

Notes: Education and work experience may be substituted on a year-for-year basis.

CONDITION OF EMPLOYMENT
