The Ministry of Advanced Education is responsible for developing a skilled and educated workforce that meets the needs of Saskatchewan's labour market. The ministry works with the private sector, educational institutions, and community organizations to develop, retain and attract skilled workers. We also work with educational institutions to recruit and retain international students and assist First Nations and Métis learners.
The Business Systems and Information Management (BSIM) Branch connects learners and staff to services that support post-secondary learning priorities through technology. The Information Management unit supports program and information integrity by providing leadership in technology, data management, security and privacy. The Senior Data and Report Analyst will report to the Assistant Director within the Information Management Unit.
The Opportunity
Major responsibilities include:
- Leading and participating in modelling and other technical analyses including data sourcing, model design and development and interpretation of results.
- Serving as a subject matter representative as required on ministry, government and crown committees.
- Working with large data sets to provide operational and analytical reporting.
- Presentations to senior leaders and staff on technical topics. The topics range across information management areas (cyber security, information privacy, predictive modeling, geomatics, AI etc.).
The Ideal Candidate
Our successful candidate must demonstrate excellent research, presentation and data analysis techniques. The candidate will be patient and supportive with all individuals, whether they are within or external to the ministry, work in a team environment and independently, and be responsible for demonstrating the core values of the Saskatchewan Public Service.
You will have knowledge of evidence based research skills including data collection, data analysis and statistical modeling. You will also have knowledge of database and application development principles, theories and concepts in database and application development to design, develop, test and implement information systems and performance reporting, and statistical analysis and consulting service related to data analytics, predictive models and policy research, including the analysis of recommendations affecting strategic direction.
You will have the ability to develop reports, queries and data extracts for senior management to support effective planning, and to monitor key performance metrics for operations and compliance. You will also have the ability to develop documents, standards and procedures that must be followed by the team, service delivery partners, external vendors including user training and guides, and clearly and effectively communicate among the business and system stakeholders, project managers, vendors, developers, technical resources, and testers.
Typically, the knowledge, skills and experience required to be successful in this position would have been obtained through:
- A graduate education in a field that bridges science and socio-economic domains such as public administration, computer science or related disciplines.
- Substantive professional experience applying scientific and socio-economic principles to analyze and model complex issues and provide timely, audience-appropriate communication of analyses and project results.
