The Role


The role holder will lead the development and implementation of the CAA’s regulatory approach. The CAA has developed regulatory principles that define our regulatory approach and how we will fulfil our regulatory responsibilities. In this role you’ll play a key part in shaping the CAA’s regulatory policy frameworks and processes in line with these principles and so that they are fit for the future.


Core Accountabilities


  • Developing the CAA’s regulatory approach in line with strategy and developments in industry and operating environment
  • Enabling ongoing concordance of CAA regulatory approach with UK Government regulatory strategy
  • Developing tools and resources for the CAA to effect and communicate our regulatory principles internally and externally
  • Developing performance measures to assess CAA’s development in line with regulatory principles
  • Advising CAA on regulatory approach and the CAA’s regulatory responsibilities
  • Identifying and leading projects to express the CAA’s regulatory principles in our regulatory delivery
  • Supporting ALPs governance and ALP SB Secretariat
  • Owning and communicating the CAAs regulatory policy development process.
  • Ensuring regulatory policy induction and training at the CAA include our regulatory approach and principles
  • Working with HR to ensure suitably capable regulatory policy development capacity at the CAA
  • Supporting implementation of the one-CAA plan ensuring all policy and rulemaking is done in accordance with our regulatory principle and regulatory best practice
  • Creating management information systems in support of these activities

About You


The successful candidate will need good regulatory and policy understanding and knowledge, ideally within aviation or aerospace. This should include knowledge of different approaches to regulation and their relative utility.


Experience of policy formulation particularly researching and drafting new regulations, policies, frameworks, and instruments (including legislation) will be required.


Additional skills/experience:


  • Good understanding of risk-based and principles-led regulation, preferably within aviation context
  • Experience of working with range of internal stakeholders at different levels of seniority to deliver shared outcomes
  • Excellent communication skills with the ability to take complex subjects and distil them into clear direction, objectives, and work programmes
  • Proven track record of delivering complex projects and programmes
  • Breadth of experience in regulation, either within an aviation specialism (such as airspace, airworthiness, air traffic management, flight operations, UAS, aviation security, or consumer protection) or another safety critical industry
  • A flexible and adaptable approach

Additional Information


For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
