Responsibilities will include:
- Medical Records abstractor. Comprehensively gather pertinent information in order to accurately capture the events of a pregnant person’s life leading up to and including their death by reviewing sources such as clinical records, autopsy reports, medical examiner finding, and other investigative reports as needed.
- Maintain up-to-date medical knowledge on key maternal mortality causes and on best-practices standards of care.
- Determines which deaths are potentially pregnancy-related, consults with MMRP if needed using Core Summary Report and clinical expertise, categorizes deaths as potentially pregnancy-related or pregnancy-associated, not related based on cause of death and timing of death, other variables. Consult with MMRP as needed, uses inclusion/exclusion criteria, and updates death categorization as necessary based on information learned about circumstances surrounding death.
- Nurse Consultant oversees clinical abstraction and conducts clinical review of medical case narratives. Support the state’s Maternal Mortality Quality Improvement Coordinator to lead quality improvement initiatives that result from the maternal mortality review and the recommendations made by the MMRP and outreach to key partners for collaboration and support.

The duty station for this position is in Tumwater, WA. Telework (mobile work) is currently expected. When approved, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval. It is anticipated that the incumbent would be expected to at the Tumwater duty station for work activities during peak workloads and for trainings and meetings.

Required Qualifications
Master’s degree in Nursing or Public Health or related field with emphasis or specialty in behavioral health and health/social services systems work.
Two years’ experience in public health nursing in an administrative, consultative, or teaching role with an emphasis.
Experience with quality improvement and quality assurance and with medical record review.
Required Competencies:

- Technical and Professional Competence: Ability to apply professional and technical nursing knowledge and skills about maternal health, in a variety of settings and for a variety of purposes such as policy, program development, training, quality assurance and technical assistance.
- Leadership and Strategic Planning, Facilitation and Problem Solving: Ability to coach, inspire and motivate staff and others to accomplish assigned tasks. Empowers others to take action. Facilitates development of shared mission, vision, and key values and uses those principles to guide actions.
- Communication: Ability to effectively give and receive information both orally and in writing to diverse audiences; ability to use diverse methods, including new technologies, for communicating to professional and public audiences; ability to communicate sensitive or controversial information directly and respectfully; consistently demonstrates skill in relating to customers.
Desired Qualifications
License or certification in substance use disorder or medical coding.- Experience working with Medicaid and Medicaid managed care.
- Four years’ experience in public health nursing in an administrative, consultative, or teaching role.
- Experience with complex service systems.
- Skills in facilitating outcome-based team activities related to strategic planning and evaluation of current objectives.
- Able to develop, implement, and monitor organizational performance standards.
- Skilled in coordinating and leading groups.

Conditions of Employment/Working Conditions
