Specific Responsibilities:
This is a Community Health Nursing Consultant Position based primarily in the Florida Department of Health Palm Beach County Riviera Beach Health Center. Work is performed under the supervision of Public Health Services Manager F-SES. This position work in collaboration with the TB Program Manager. This position has responsibility countywide supervision of the TB Nurse Case Manager and Senior Licensed Practical Nurse (LPN), conducting TB contact and Cluster Investigations Directly Observes Therapy (DOT) through the use of a multidisciplinary approach, and synchronizing activities with Physicians, Hospitals, ICP's, Drug Rehabilitation Centers, Nurse Case Managers, and TB Program's Health Service Representatives/Biological Scientist II. This position has recurrent collaborations with the Bureau of TB Control/Bureau of Communicable Diseases to ensure TB suspect/s cases are located, and all TB activities are managed confidentially. Responsible for reviewing, evaluating, prioritizing and distributing all TB reported case, and suspect among the TB Nurses Managers countywide. Provides technical support, and training to new TB Nurses Case Managers and LPN, and guidance to the TB Staff as needed to assure direction. Makes a reasonable effort to adhere to established safety procedures and practices in the work areas. Participates in the medical surveillance program for TB. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. Responsible for the supervision of staff including appraisals, planning and directing their work, approving leave and having the authority for hiring and taking disciplinary action or effectively recommending such actions.
This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, as needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.
Provides supervision countywide for all TB Nurse Case Managers and LPN through observation, record review and individual conference. This includes overall responsibility for the hiring process as it relates to nursing and other clinical staff as deemed necessary. Participates in the planning and orientation of new staff in regard to polices, programs and procedures. Advises and counsels staff about advanced education and provides staff improvement and development opportunities. Ensures employees are trained and proficient in use of People First and Health Management System (HMS) including TB and other appropriate modules. Addresses problems with clients such as, but not limited to, dissatisfaction or staff complaints.
Collaborates with the Public Health Services Manager, Sr. Human Service Program Manager and the Health Services Supervisor in coordinating the multidiscipline team providing TB case management throughout the FDOH – CHD and TB clients being managed privately. Provides effective communication between the health centers in order to meet the needs of the clients and ensure services are delivered following established program policies and protocols throughout the county. Maintains communication with hospitals, institutional facilities and community agencies to serve as a resource for TB Infection Control issues, case finding activities, procurement of housing for clients and tend to other social needs. Participates and leads, as necessary, contact investigations in institutions and special populations.
Provides direct patient services and/or case management to clients as necessary, particularly in times of outbreaks or staffing shortage.
Participates in planning and promoting the Tuberculosis Program, providing information and presentations to individuals and community agencies as requested. Provides oversight and technical assistance for TB control related training, program development, updating and implementing TB policies/Procedures. Participates in ongoing Quality Improvement planning and is responsible for staff participation in audits and reviews. Ensures required reports from HMS and TB modules are completed and submitted to the Sr. Human Service Program Manager in a timely manner.
Assists in orientation and practicum planning for nursing students and other groups to public health and public health nursing in coordination with the Division of Nursing. Attends trainings, staff meetings and TB case review rounds as determined by the supervisor.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):
- This occupation requires licensure as a Registered Professional Nurse in accordance with Chapter 464, Florida Statutes, and in accordance with Rule 64B9, Florida Administrative Code.

- Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Valid Driver’s License
- County wide travel is required.
- Wearing a N95 respirator is a requirement in this position.
