Binnies an RSK company is recruiting a Regional Delivery Manager to deliver FCERM projects to support a rapidly growing workload in the South West. The primary objectives of the role will be to oversee a portfolio of projects already in hand and secure further opportunities to work with Environment Agency. The clear priority is to successfully deliver high quality projects to time and budget. Responsibilities will include managing a delivery team drawn from professionals in Bradford-on-Avon and Exeter but also those that are adopting a hybrid style of working based at home or seconded to client offices.
The team consults, delivers and manages Critical Human Infrastructure projects in the Water and Flood Risk Management sector. The Regional Delivery Manager will be accountable for growing our Flood and Coastal risk management business in the South West supporting the Regional Delivery Director in providing collaborative long-term relationships with our clients and delivery partners and senior level assurance for the planning and execution of our portfolio of projects. The ability to travel to Client offices and project sites is essential.
The ability to think and act strategically and see the bigger picture will be essential to the successful candidate. This role will include providing strategic advice on flood resilience and adaptation in light of the sustainable and long-term solutions needed to address the climate and ecological emergency. This will require a good understanding of FCERM funding, wider infrastructure planning and a wide portfolio of flood risk management approaches, from nature-based and green solutions to more traditional engineering approaches.
Primary Responsibilities
- Leads a portfolio of projects across the South West of England as Project Director or Project Manager with national assignments as required.
- Works closely with the Flooding, Coastal and Maritime Leadership Team to support growth for Binnies through coordinated activities and helping secure new project wins.
- Provides strategic advice on flood resilience and adaptation.
- Has pastoral, commercial, and resource responsibility for delivery teams under their portfolio of projects.
- Is recognised as a key internal reference point for specialist technical guidance through depth and breadth of knowledge in their area of specialism.
- Has influence for scope of responsibilities within the Flood, Coastal and Maritime business line.
- Develops and sustains long term client relationships.
Project Delivery Responsibilities
- Independently provides leadership and shares knowledge and application of project management processes; advanced knowledge and application of financial management; ability to lead large teams; advanced understanding and application of contract commercial terms; specialist skills for managing medium complexity projects.
- Independently manages medium to high complexity projects and actively coordinates with all other internal/external team members.

- Communicates client interests and drivers to project team members and develops approaches to accommodate these concerns in the performance of the work on moderately complex projects.
- Proactively offers other services to the clients to meet their specific challenges and requirements.
- Leads business development and pursuit activities for their areas of the business.
- Develops and maintains regular customer contacts for expanding products/services across multiple clients.
Commercial Acumen
- Demonstrated specialist skills in technical, cost, scheduling, and performance decisions for their portfolio of projects.
- Proactively manages assigned budget, schedule, and quality requirements driving improvement on medium to high complexity projects.
- Provides mentoring and guidance to Junior project managers in all commercial aspects of project delivery.
- Proactively manages overhead budget and productivity for their team.
- Experienced in contract management, predominantly under the NEC suite of contracts.
- Knowledge of programme management using Microsoft Project or other suitable software.
- Knowledge of Earned Value Analysis to monitor project performance and produce accurate cost and spend profiles.
Strives for Continuous Improvement in Project Execution
- Consistently and independently applies specialist knowledge and complies with Binnies quality program relative to assigned tasks.
- Consistently provides guidance and direction to others from their project team.
- Supports and actively encourages continuous improvement and change management efforts.
- Where required, assists with development of quality systems and procedures within consultancy.
- Provides quality management guidance and assistance to Junior project managers and wider teams and promotes a culture that is conducive to quality.

- Is active in preparing succession planning in their team and giving future leaders the opportunity to gain the experience needed to progress in their careers.
- Responsible for incorporating local resource management into the wider consultancy resource management process. Required to highlight resource gaps and proactively engages in liaison across the Consultancy business lines and recruitment requirements.

Attributes
- Bachelor's degree in project management, engineering technology or sciences preferred or any other degree, specialised training, or experience, that makes the individual qualified to perform the job responsibilities.
- Holds an Industry recognised professional chartered qualification.
