About us
Neighbourhood Services, implemented in 2019, brought together Colchester City Council’s most high-profile services. From collecting recycling and rubbish, to street cleansing and maintaining numerous parks and open spaces across the City, Neighbourhood Services delivers some of the Council's most visible services to all residents and visitors of Colchester.
The Recycling & Waste Service is delivered in-house from our Shrub End depot and collects bins from over 85,000 homes, with a workforce of over 150 people, and a fleet of more than 40 vehicles. It is one of the most important services that the Council delivers, that touches every resident in Colchester.
2023 is an important year for the Recycling & Waste Service, seeing significant changes to the way it is delivered, matching the demand of an ever growing, vibrant, new City, and with the task of delivering that service in an ever-challenging financial environment. The service is also preparing itself to address proposed changes to legislation, whilst ensuring we are doing all we can to meet our ambitious environmental targets.

Job description
Key responsibilities include:
- To project manage transformation projects developed through the emerging Recycling & Waste strategy to enable the service to operate effectively.
- To influence and inspire cultural and behavioural change within the service to support changes through the emerging strategy.
- To ensure that the Recycling & Waste Service operates within all legislative, regulations, along with changes proposed in forthcoming legislation, to ensure high levels of compliance and assurance.
- To ensure high standards of performance, in particular to health, safety and wellbeing of team members, to ensure high levels of compliance and assurance.
- To ensure that the Recycling & Waste Service operates within budget requirements to ensure high levels of assurance.
- To create clear plans at the end of the placement term to ensure a smooth transition.
- To work alongside the other Neighbourhood Service Operation Managers to problem solve daily issues and ensure the wider Service is delivered in the most effective way.

Qualifications, skills and experience
Applicants must have:
- WAMITAB COTC Level 4 – Managing Transfer Non- Hazardous Waste, and/or
- Management qualification (or working towards), and/or
- Transport Managers Certificate of Professional Competence (CPC), and/or
- Degree or relevant experience
- Experience of waste and environmental legislation
- Experience of managing 150+ workforce and £1m+ budget
