Position Contract – Quantity SurveyorThe role outlined within this document is for a Quantity Surveyor whose main responsibility is to maximise the margin on a contract by accurately recording costs and taking commercial responsibility for multiple contracts simultaneously.
Relationships:
- Reporting to: Senior Quantity Surveyor
- Accountable to: Operations Director
- Responsible for: Accurate collation and interpretation of Contract specific financial information
- Liaison with: Contracts Managers, Installation teams, clients, sub contractors.
Main purpose of the job:
- Tender Stage:
- Attend pre-tender meetings where invited and take minutes regarding commercial issues.
- Carry out site visit where required and make all necessary notes, take appropriate photographs, review information with the Contracts Manager and take account of findings in tender pricing, updating the sales and pre-construction teams.
- Using standard prelim forms, build-up allowances for each project. Review construction sequence of each project with Contracts Manager to identify if the construction period can be reduced.
- Re-assess build-ups taking account of all known conditions and requirements and adjust figures where necessary.
- Procurement:
- Review procurement programme/schedules with Contract Manager and liaise with Buyer re site supply of materials and specialist requirements (vesting etc..).
- Review procurement programme/schedules with the Contracts Manager and assist with enquiries and/or tender packages to sub-contractors and suppliers so that orders can be placed in time to meet programme.
- Select sub-contractors from approved sub-contractors list to ensure competence and resource are consistent with the scope/scale of the contract.
- Manage procurement of sub-contract packages, labour only packages, ensuring costs are accurately tracked to budget.
- Finance and Contract Costs:
- Prepare and manage project budget costs, reporting the actual and forecast figures to the board monthly to allow project performance to be measured and monitored.
- Preparation of reports for contract review meetings.
- Prepare monthly CVR reports.
- Prepare and submit monthly valuations, including all supporting information for materials on/off site, variations and measurement. Record these figures in the finance reporting system including expected payments to assist cash flow.
- Manage variations ensuring all additional works are correctly recorded in line with the contract, and adequate records are maintained to ensure full revenue recovery.
- Update Budgets and Eque2 with variations to allow procurement of materials against the variation.
- In conjunction with the Operations Director / Contracts Manager, compile, submit and negotiate agreement of the final contract account
- Check Payment Certificates issued on time by Client. Check for any payless Certificates and/or amounts not certified and advise Operations Director / Finance Dept.
- Inform and negotiate retaining retention where sub-contractors haven’t performed.
- Sub-Contract:
- Prepare sub-contract documents to allow the appointment of subcontractors.
- Attend sub-contractor pre-contract meetings along with the Contracts Manager to ensure prospective sub-contractors are fully compliant.
- Manage sub-contractors once appointed including:
- Establish Subcontractor’s line-by-line valuation format.
- Measurement of sub-contract works.
- Check and approve sub-contractors claims for payment, in conjunction with Contracts Manager.
- Liaise with sub-contractors to resolve queries.
- Hold regular meetings with sub-contractors to review and agree progress and/or vary the sub-contract.
- Client Relations and Contractors Support:
- Represent the company at site meetings with the Contract Manager
- Attend client's pre-contract meetings along with the Contracts Manager
- Assess progress on a weekly basis against the contract programme. Identify delays together with cause and effect and submit contractual correspondence on time.
- Assist the Operations Director to prepare contractual claims that may arise and negotiate acceptable settlement.
- Measure of all elements of the project works and agree them with clients Quantity Surveyor on an ongoing basis.
- Provide cost and contractual advice to project and site team.
- General:
- Carry out other duties as are consistent with the job-holder's knowledge and skills and are necessary for the satisfactory completion of contracts or for attainment of the goals of the business.
The Quantity Surveyor will have the following responsibilities:Vision and Strategy
- Understand the RED Strategic plan and company values.
Team Training and Development
- Communicate regularly with all levels of the business structure.
- Train, develop and assist the Trainee Quantity Surveyor
- Advise of any necessary training through skill gap analysis.
Commercial
- Financially sign off in conjunction with the Contracts manager every project against a given margin.
- Protect and seek to improve the contract margin through procurement gains and managing variations, whilst minimising overspends.
- Ensure there are sufficient sub-contractor labour companies to allow competitive tenders on all new works
- Ensure all sub-contractors carry the required insurance and we have an agreed SLA document in place
- Ensure all labour contracts are let on RED Systems contract and this is maintained for changes in legal requirements.
- Ensure wherever possible off-site materials are “Vested” and charged to the customers to aid cash flow
- Keep accurate records of materials delivered to site, and off site for financial reporting.
- Gain approval for any potential overspends before contracts are let.
- Ensure all variation information is saved in the correct format on the server and update the valuation sheet as required
- Ensure all installation variations are administered under the direction of the Contract Manager.
- Track valuations for payment certificate – forward all paperwork to finance for collection under the guidance of the Contract Manager.
- Monthly applications and where required chasing for payment.
- Protection of the contract margin through variations and investigations into quality costs.
- Final account negotiations and settlement with clients and sub-contractors.
- Issue contractual correspondence in relation to the main contract where there are delays or additional costs, substantiating these with evidence.
- Visit customers sites for commercial meetings and to measure works, collating and completing actions where necessary.
Internal / External Customer
- Internal customer will primarily be the Contracts Manager who will be allocated to the same projects to manage the operational function. The QS will provide a proactive service, so they have a clear understanding of the project’s current procurement and cost status.
- RED Systems, Operations Director and Managing Director are key stakeholders and monthly commercial project reviews will be undertaken.
- Clients - Understand the customers key programme dates and drivers especially for applications ensuring these are submitted on time, contain the required substantiation and are of good quality.

Should be within 1 hours drive of Neston (CH64 3RU) – Role is office based other than when visiting clients sites
Be prepared to travel to client’s sites around the UK and where necessary, stay out overnight
