What you’ll do

This job description is subject to review and amendment in the light of the changing needs of the University, to provide appropriate development opportunities and/or the addition of any other reasonable duties.

This post forms part of the Estates, Facilities and Residences department’s (EFR) project team, sitting within the Estates Development (ED) section.

The ED project team is responsible for the management of construction and maintenance projects from inception through design development, procurement, contract award, works on site, handover to facilities management and maintenance teams and settlement of final accounts and project close.

Projects range from new build, refurbishment and maintenance works to the widely varied university estate including but not limited to such as laboratories, teaching spaces, libraries, offices, farms, residential and entertainment venues. Project values range from £1k to £10m+

Main Duties & Responsibilities

  • To manage projects as defined by the Head of Projects and Maintenance. Providing a professional end to end Project Management service.
  • To undertake the following: agreeing project briefs with customers, feasibility option appraisals including cost estimates and ongoing cost management, programming (Gantts), scoping works and design development, appointment and management of external consultants when required, procurement of external suppliers and contractors, management and supervision of works on site, handover to FM, maintenance teams and customers/users, management of snag clearance and settlement of final accounts.
  • To follow University project delivery procedures and processes.
  • To engage with all stakeholders and maintain high standards of communication and always reporting.
  • To monitor the standard of electrical and mechanical services taking place across the entire University Estate with reference to building alteration, refurbishments, and improvement projects.
  • To liaise with the Compliance Manager in the compilation of the Electrical Installation Condition Report and overseeing the remedial works associated with these reports.
  • Utilise University systems and keep project management system up to date with accurate data on costs, budgets, dates, progress and general reporting.
  • To assist in the collection of data to facilitate the requirements of the Electrical Installation Reports and Buildings Condition action plans.
  • Assist the University in compiling information on building systems and buildings requirements to enable an effective management system for preventive maintenance to be initiated by the University.
  • To ensure compliance with statutory and building regulations in relation to the electrical and mechanical infrastructure, fabric, equipment and facilities of the site and its buildings.
  • In the event of serious breakdown, natural disaster or accidental damage to the electrical service provide support to ensure prompt remedial action.
  • To keep up to date with relevant technical and regulatory developments in the electrical and mechanical services.
  • To attend staff training as required by the University.
  • To always promote safe working methods, observe statutory regulations, codes of practice and all matters related to Health and Safety at Work Act.
  • Carry out all such other duties and responsibilities as may reasonably be required within the level of post.
  • To undertake health and safety duties and responsibilities appropriate to the post.

The position is physically demanding therefore it is essential that the successful applicant has an appropriate level of health and fitness. Appointment to this position may be subject to a satisfactory fitness assessment.

Who you are – Qualifications, Experience, Knowledge, and Skills required:

Essential

  • Full valid UK driving licence, or equivalent right to drive in the UK
  • Fully City and Guilds qualified, time served trades person or ONC/HNC in relevant electrical or mechanical subject.Working knowledge of automatic controls (BMS systems)
  • Substantial supervisory experience in the building services industry
  • Project management: be fully conversant with the application and use of project management methodologies
  • Compliance: Knowledge of CDM regulations, building regulations, planning permission, British standards, CIBSE guides…etc
  • Experience of managing projects
  • Very good interpersonal skills – the ability to communicate effectively and clearly both verbally in writing with both technical and no technical stakeholders
  • Oral (spoken) and Written Welsh Level A0. An ability to understand the bilingual nature of the University and an awareness of the procedures in place to support working bilingually.

Desirable

  • 18th Edition IET Regulations (BS:7671) including a Certificate in Inspection, Testing and Verification of Electrical Installations
  • Professional qualification/membership: CIOB, RICS, APM, CEng, CIBSE…etc or aspiration to obtain one of these
  • Previous site management experience
  • AutoCAD skills
  • H&S qualification such as SMSTS, NEBOSH Construction etc
  • Oral (spoken) and Written Welsh Level A2 or better
