PSE's Ops Training, Procedures & Quality team is looking for qualified candidates to fill an open Quality Engineer II position!
Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

Please note that this posting is for one opening that is posted at two different levels: Engineering II (3973) and Engineer III (4001).


The Quality Management (QM) department is “energy neutral” and provides critical quality functions that support the integrity of PSE’s natural gas and electric systems. The engineers on the QM team provide engineering services focused on commodity (aka materials) and construction quality control. This position serves as a technical resource in the full spectrum of quality and is responsible for leading applicable engineering investigation and analysis efforts related to PSE’s commodity suppliers and construction/maintenance service providers. The successful candidate will manage various projects that span the full lifecycle of PSE’s gas and electric energy system. The responsibilities of this position provide for cross-functional interaction with a wide range of PSE business units and the opportunity to facilitate continuous improvement for PSE operations as well as support enterprise-wide quality management. The engineer in this role will interpret and apply existing standards and engineering principles, practices, and theories toward the completion of assignments involving a substantial degree of complexity, with many interrelated elements requiring considerations not previously encountered. Supports the continued development of PSE’s engineering workforce by sharing knowledge with others. Supports emergency response operations when needed.


Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

This position may be subject to random DOT drug and/or alcohol testing.

Job Responsibilities

  • Apply PSE gas and electric commodity specifications; construction standards and work practices to problems or processes.
  • Perform detailed reviews and approvals technical documents including manufacturer, service provider and contractor quality control (QC) plans.
  • Establish risk based inspection plans, including acceptable quality limits (AQL), for gas and electric commodities and create necessary inspection procedures.
  • Work with PSE’s commodity and construction services suppliers and cross-departmental teams to investigate, evaluate and resolve quality issues
  • Review and approve contractor job specific QC plans for major project construction including gas high pressure pipelines and electric transmission lines.
  • Translate project conditions; construction prints and standards into job specific Inspection and Test Plans (ITP) to ensure construction quality controls are in place.
  • Ensure compliance with standards, design requirements and federal, state and local codes and regulations.
  • Provide Quality Assurance program support including root cause analysis; data analysis; and corrective action project management.
  • Develop and implement technology solutions for the department.
  • Support emergency response work as requested including immediate and extended restoration efforts driven by weather and other system failures.
  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor of Science degree or PE license in electrical, mechanical, civil or other appropriate engineering field
  • Experience in planning, design, specification preparation, technical field work, project cost estimating and scheduling (typically achieved after 3 or more years practice as a degreed engineer). Years of acquired experience is provided as a guide and alone does not constitute readiness for job level as individual’s skill acquisition rates can vary significantly.
  • Organization, documentation, prioritization, and project management skills.

Desired Qualifications

  • Experience working in the utility industry.
  • Familiar with codes and equipment utilized in the design and operation of utility systems.
  • Possession of a Professional Engineering license.
  • Familiarity with state and federal regulations pertaining to utility operations and general industry practices.
  • Experience working on complex engineering projects.
  • Possession of ASQ Certified Quality Engineer (CQE) certification.
  • Possession of acquire Six Sigma certification.
  • Familiarity with ISO 9000/9001 quality management standards.
  • Highly proficient in MS Office suite and SAP

The pay range for this position is $73,900.00 - $122,900.00, and this position is eligible for annual goals based incentive bonuses.
