Job introduction
This is an exciting time to be working in substance misuse in Brighton & Hove. The postholder will play a lead role in improving the drugs and alcohol treatment and recovery outcomes for the population of Brighton & Hove, including leading the strategic commissioning of these services in Brighton & Hove and the local delivery of the Government’s new drug strategy - From Harm to Hope: a ten-year drugs plan to cut crime and save lives.
The post is based within the busy and dynamic public health team at Brighton & Hove City Council and the postholder will be a senior member of the public health team. They will work in collaboration with partners across Brighton & Hove, Sussex and the South East including other council departments, NHS commissioners and providers, police and the office of the police and crime commissioner, substance misuse treatment providers, national government agencies, other public sector organisations and local communities.

About the role
About the Role
The postholder will be primarily responsible for
- Leading the development and management of long-term strategies and delivery plans for effective drugs and alcohol treatment and recovery services
- Leading and managing the strategic commissioning and the procurement of high value contracts for drugs and alcohol treatment and recovery services with the budget of approximately £5 million.
- Developing and implementing long-term city-wide commissioning strategies and care pathway design.
- Leading the local delivery and implementation of national substance misuse strategies and related health improvement programmes
- Leading the development and implementation of service specifications and strategies and ensure the delivery of relevant key performance targets, strategic objectives and quality outcomes for patients and service users.
- Make evidence based judgements with the purpose of commissioning multi-sector public health and social care services
- Work in partnership with the public health intelligence team to undertake complex needs assessments, health impact assessments and health equity audits to inform strategic commissioning plans.
- Line manage staff in the substance misuse and combatting drugs partnership team including recruitment, appraisal and performance reviews.

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.
