Job description
We take a central role in the management & optimization of National Rail Contracts (NRC).
As Project Support Officer, you will play a key part in supporting the successful delivery of Operator Performance Assessments (OPA), a vital component of the NRC that rewards effective private sector delivery and validates the right outcome for rail passengers and taxpayers.
You will be joining a hardworking team leading on the planning and delivery of the annual scorecard evaluation. This is high-profile activity requires excellent project management and stakeholder skills.
This is a fantastic opportunity to further expand your expertise whilst working across a range of project delivery disciplines including assurance, risks, and cost and budgeting. This role also provides exposure whilst working with Passenger Services, external partners, DfT Project Delivery communities and the wider HMG Project Delivery profession.
Your key responsibilities will include:
- Taking a leading role whilst working with the Scorecard Delivery Lead to develop and baseline the project programme, including duration, assurance & resource requirements, and ensuring that risks are identified, mitigated and where appropriate highlighted with relevant partners
- Ensuring the framework of material to deliver the evaluation, including project controls, evaluator workbooks, the evaluation portal (AWARD) are established in the planning stage and appropriately monitored and applied during the delivery
- Working collaboratively with external advisors to ensure the resourcing for the project meets the Department’s objectives for quality and robust programming
- Supporting the assurance lead in completing activities to ensure the programme is delivered in line with the contract and Department’s evaluation process document
- Leading on aspects to identify and deliver improvements to the evaluation programme and process, and striving for continuous improvement
- Line management responsibility for one Project Assistant.
You will have the option to be based either in London attracting the London pay scale, or in Leeds or Birmingham attracting the national pay scale. Occasional travel will be required to attend team meetings.
A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

About you
You will have experience of project delivery and/or programme management within a complex and/or high-profile environment and will be able to demonstrate a good understanding across a range of project delivery disciplines.
With excellent stakeholder management and interpersonal skills, you will be comfortable building positive relationships with internal teams and a diverse range of partners across the programme. You will be articulate and display confidence to challenge and influence decision making.
You will work flexibly as part of a team, adapt quickly to changing priorities and proactively take the initiative to develop proposals and solutions to support successful programme delivery.
