Long O Donnell are recruiting for an experienced Project Procurement Manager.
The Project Procurement Manager will be joining an established procurement team and be involved in a wide variety of projects which may include the establishment of organisation-wide framework services for areas such as Research & Development, Scientific Facilities, and a variety of Disciplines
As the Project Procurement Manager, your duties will include:
- Undertake multiple procurement projects as required using the most appropriate route to market to deliver best value and compliance. This will include identification of the need, stakeholder management, tender creation and management, evaluation, award and contract management.
- Provide expert procurement advice to stakeholders, and peers Involvement in commercial assurance, planning and Contract Management
- Build collaborative relationships with local stakeholders, working with multiple parties across different departments and sites to reach agreement and meet project objectives
- Involvement in key decision making and contract approval
- Use tools/techniques to assess relevant supply market, risks, level of competition, trends and new opportunities to inform market understanding
- Use MI and datasets to facilitate commercial decision making and planning
- Maintain up to date project case folders for performance management and audit purposes

- A high level of experience in the end-to-end process of establishing a framework and call-off contractual arrangements
- Procurement risk identification, management and mitigation
- Leadership on the creation of clear and relevant tender evaluation models
- Knowledge in technical procurement procedures and provide advice to a wide audience
- Excellent commercial awareness and a confident negotiator
- Skilled in the production of procurement documents and tenders
- Experience of using e-sourcing applications
- Ability to interpret procurement terms and conditions to ensure suitability
- Excellent interpersonal and communication skills at all levels
- Experience and knowledge of public procurement including PCR regulations and related processes
- Excellent skills in both written and oral communication
- Contract and supplier management
Desirable Requirements
- MCIPs qualified or working towards
- Higher Education Level qualifications
- Experience in Scientific related projects
- Vendor Relationship Management
- Project Management
Rate: Up to £450-£500 per day depending on experience
Location: Didcot (Oxfordshire)and Daresbury (Cheshire)
