The Opportunity
At Leonardo,as part of the Major Campaigns Sector within the Customer Support and Service Solutions (CS3) UK Line of Business, the role of ‘Project Manager’ for Global Combat Air Programme (GCAP) Through-Life Services (TLS) has become available.
GCAP is a system of systems based around the UK’s Future Combat Air System (FCAS) and covers a range of concepting from Core Platforms, Unmanned Aerial Vehicles and cutting edge weapons systems, with an integrated ground system which seeks to be align with the wider national and international operational space. Our team aims to influence the development a more capable, cost effective and sustainable solution than current platforms. We are seeking to influence the early design of the equipment as well as provide the through-life solution framework. All this requires the Leonardo Team to work closely with the other Leonardo LoBs, in addition to our Partner, MOD and International colleagues.
The GCAP programme is going through a concepting and assessment phase as part of a UK collaboration between the MOD and 4 key industry partners (Leonardo, Rolls Royce, MBDA and BAE SYSTEMS). TLS are critical to the success of the project – being key to the downstream delivery of the system performance and, historically, being a major cost driver. The challenges facing GCAP are to deliver a solution in 50% of the traditional schedule and 2/3rds of the historical costs – innovation and transformational activities are central to the delivery of a successful outcome. The programme is fast-paced and is becoming increasingly International – collaborative work with Japan and Italy is ongoing.
Through Life services consists of everything needed to keep the system operating effectively. This includes all of the Integrated Logistics Support and associated Business disciplines: solution management, continuous improvement, equipment upgrades, spares, repairs, training, support, failure prediction, equipment health status monitoring and modelling, knowledge management and information management. The future solutions are expected to be highly dependent on information systems, use of synthetics and digital analytics, including Artificial Intelligence and Machine Learning.
Reporting to the GCAP TLS Programme Manager and working closely with the GCAP TLS Chief Engineer, you will be responsible for the implementation, control and reporting of the project as it moves through the Concepting and Assessment phase into the development and delivery phases. The team operates in an Agile project management framework and works in close collaboration with external partners and internal equipment development teams. One of the challenges is to grow the team over time to meet the future demands.
As an international collaborative programme, there will be an increasing involvement in working with our international partners, which may require some international travel. Regular national travel is necessary.
What you will do
Key tasks of the role are to:
- Be the primary point of contact for GCAP TLS project delivery.
- Work in collaboration with the Chief Engineer to manage all project activities to ensure the contractual requirements of the projects are executed, and performance is achieved to the satisfaction our Customers and Partners.
- The current phase of the programme requires provision of effort to work through the backlogs in many Agile Scrums – both internal to Leonardo and with our external Partners. Achieving the correct level of effort across the team is a primary task for the project manager.
- Periodically there is a need to provide revised bids for work and budgetary figures for the Whole-Life Cost into the UK MOD. The generation of these figures will be led by the project manager.
Accountable for:
- Delivery on commitments made to both internal and external Customers and Partners.
- Delivery of project milestones and contract requirements to the agreed cost, quality and schedule.
- Developing and maintaining Customer and Partner relationships.
- Mentoring and managing the performance and development of the junior project team members.
- Managing the overall allocation of project tasks, working with functions to ensure the necessary resources are in place to execute these.
- Planning and monitoring of resource expenditure to ensure that resources are available and utilised within budget and in the most cost-effective manner.
- Providing estimates to current and future bid/proposal activities including whole-life costs.
- Maintaining project compliance with the company policies and procedures
Key responsibilities / duties are:
- Achieving Customer and Partner satisfaction through an understanding of their needs and drivers.
- Agreeing work packages with the project team to deliver the overall project requirements.
- Monitoring and control of the project cost and performance, to ensure projects are delivered on time and within budget.
- Identification, management and reporting of project risk and opportunities, and their respective mitigation and realisation activities.
- Lead/support bid and proposal activities to secure new and/or grow existing business.

Reporting project performance to the Programme Manager, including:
- Summary of overall performance of contracts/services
- Monthly Contract Status Report
- Forecasting project and financial performance
- Adherence to Project Milestones
- Monthly SOFT Report
- Key Technical Issues / Problems affecting performance
- Risk and Opportunity
- Performance of Partners / Sub-Contractors
- Recovery actions for negative variances in schedule or shortfalls in contractual performance against targets
- Supporting the Programme Manager at the Sector Monthly Project Performance Reviews.
- Promotion of knowledge sharing and best practice within the team, enabled by class leading communication and planning skills.

Qualifications / Skills / Experience

Essential:-
- Experienced project manager with a record of successfully managing defence industry / government contracts.
- Ability to lead, manage and motivate multi-disciplined and geographically dispersed teams.
- Experience of working with multi-company collaborations, and maintaining strong supply base relations.
- Willing to make decisions based on the best information available and take responsibility for these.
- A good understanding of all levels of product repair and supply chain management.
- Excellent communication and presentation skills, and able to engage and influence others.
- Working knowledge of SAP system and processes.
- Commercial and business awareness.
- Excellent literacy and numeracy skills.
Desirable:-
- Ability to visualise and communicate opportunities to radically change the approach to TLS over the life of FCAS.
- Understanding/awareness of UK MOD Training methods and standards.
- Understanding of Trade Compliance and Export Regulations (ITAR, EAR, etc)
- Experience in working within a bids and proposal team on a complex multi-stakeholder programme.
- Working knowledge of the Life-Cycle Management processes.
- Experience in delivering high value programmes/ projects
