Information about the role and team
The T&D Technology Programmes team is circa 130 people and consists of Senior Programme Managers, Programme Managers, Senior Project Managers, Project Managers and Associate Project Managers. In addition, there is an embedded Project Controls Team that provides guidance and conducts assurance activities.
The Technology Programmes Team has a diverse portfolio of projects across TfL, including digital and software delivery, technology infrastructure change, procurement of services and management of suppliers via multiple contractual frameworks. It is common for our projects and programmes to include a combination of these and it is important that once in post, you continue to proactively develop your skills and knowledge in any areas where you are less experienced to meet the evolving pipeline of projects.
Our pipeline of complex projects and programmes is growing and we are looking for high calibre Project Managers to lead them. Successful applicants will need to be proactive and take accountability and ownership for the projects they are assigned. You will take full ownership of your projects, including finances, and you will anticipate issues and ensure their resolution is being planned for. You will develop a deep understanding of the content of your projects and provide leadership that goes beyond just following project management processes.

- Enterprise Resource Planning (ERP) – Manging projects in ERP delivering SAP applications within the HR, Finance, Procurement and Asset & Inventory Management areas

- Data Analytics
- Payments - Supporting the delivery of the Proteus programme which is delivering the procurement of the replacement Revenue Collection Contract
- Digital - Managing projects delivering the Customer facing website and mobile app
- Project Oval, Infrastructure and Voice & Data – Managing and delivering technology and infrastructure projects to support Fares and Ticketing both front and back office and Telephony solutions
- Digital Workplace – managing projects delivering new end user technology, enterprise wide.
Key Accountabilities
As a Project Manager you will be accountable to a Senior Project Manager or Programme Manager for:
- Leading a project team to deliver multiple projects or a single project (dependent upon size and complexity) that implements technology changes, business efficiency improvements and procurement obligations to achieve TfL and wider Greater London Authority (GLA) family business objectives.
- Working with the product leads, business subject matter experts, technical leads, other T&D delivery functions and stakeholders in the wider TfL business to shape and gain authority for your assigned projects to meet the required quality, timescales and cost.
- Agreeing resource allocation and availability for your projects.
- Where applicable working with the Commercial team to influence and shape contracts and frameworks and build relationships with external suppliers to ensure TfL leverages the best value for money on our projects and programmes, by reviewing acceptability of deliverables and making recommendations on contract payments.
- Delivering your projects to agreed quality, time and budget tolerances through requisite project documentation, regular reviews with the project team and effective management of risks and dependencies.
- Holding internal and external suppliers to account for meeting or exceeding delivery requirements.
- Setting high standards of programme and project management practice and coaching individuals within your team to meet or exceed those levels of performance.
- Developing effective mutual relationships with your colleagues, stakeholders and suppliers, including with other Technology Programmes team members to clearly identify inter-dependencies and interfaces.
Skills, Knowledge & Experience

- Good working knowledge of Microsoft Office or equivalent.
- Proficient in budget management, accurate financial forecasting and variance tracking.
Knowledge
- ESSENTIAL - In-depth understanding of all aspects of project management and control, including finances.
- ESSENTIAL - Good understanding of information technologies and services, and their development and support lifecycles.
- DESIRABLE - Good understanding of procurement processes, commercial and contract management.
- DESIRABLE - Accreditation in a recognised methodology such as APM, PRINCE2 or MSP.
- DESIRABLE - Good knowledge of relevant national and international legislation relating to Government / Public Sector IT – e.g. GDPR, EU Procurement Directives, IT security mandates and Freedom of Information Act.
Experience
- ESSENTIAL - Experience of being accountable and personally making a difference for the successful end-to-end delivery of multiple and varied technically complex projects.
- ESSENTIAL - Experience of forming and integrating complex projects, ensuring that their scope, requirements, governance and controls, roles and responsibilities, interfaces and project success criteria are correctly and properly established and managed throughout to ensure effective and timely delivery.
- ESSENTIAL - Experience of collaborating with sponsors and stakeholders, including reporting on progress at formal project reviews, to achieve the agreed outcomes and benefits.
- DESIRABLE – Experience of delivering technology-driven/IT projects in a large and complex matrix organisation.
- DESIRABLE - Experience of delivery through external suppliers, including successfully managing and negotiating on commercial and contract issues.
- DESIRABLE - Experience of line managing other project management professionals.
