National Records of Scotland (NRS) is the Scottish nation's record keeper and official source of demographic statistics – information about population, households, migration, vital events, life expectancy and electoral statistics and maintains the nation’s records archive as one of Scotland’s five National Collections.

It is an exciting time to join our team. We have a diverse portfolio of strategic change programmes and projects and need an experienced Project Manager to shape, lead and deliver a range of projects (£500k-£5m+) across the organisation.

Reporting to the Senior Project Manager, our new Project Manager has demonstrable experience in major project delivery. You are responsible for the day-to-day management of a larger, more complex project or a couple of smaller scale initiatives. You will be a skilled and personable leader who engages and influences stakeholders at all levels and you will be well supported by the wider team.
Responsibilities:
Project Management/Delivery
  • Project delivery: work with key stakeholders to agree the delivery approach preparing realistic project plans and ascertaining budget. Lead the delivery of each project and their outputs within agreed cost, timescales and resource budgets.
  • Stakeholder management: direct the project delivery team ensuring high levels of team engagement. Involve internal and external customers, delivery partners, project teams and senior stakeholders effectively.
  • Project documentation: ensure project plans and required documentation are actively managed in line with the NRS corporate governance arrangements.
Project Governance
  • Project controls: monitor resources, critical milestones, timescales and costs reporting tolerance breaches to Senior Management providing proposed resolutions as appropriate.
  • Quality assurance: ensure projects satisfy quality assurance controls and gateways - both internal and external. Prepare and submit regular project progress reports, e.g. current project status, budget and resource tracking to agreed governance forums.
  • Risk management: Identify, assess and actively manage risks, opportunities and issues in line with corporate guidance to maximise the success of the project. Prepare contingency plans as required implementing a revised project schedule, scope or budget in a timely manner.
Leadership
  • Best practice: provide effective leadership using your expertise to support the continuing development of project management capabilities applying relevant project management principles, standards and methodologies.
  • Coaching/mentoring: provide guidance to project team members and stakeholders adopting a knowledge transfer approach.

Essential Criteria

1. Proven experience of delivering significant projects and strategic change programmes.
2. Strong track record of establishing, leading and directing cross-functional project delivery teams.
3. Demonstrable practical experience of using project management delivery methods (such as waterfall and Agile) and tools.
4. Excellent communication and engagement skills with diverse senior stakeholders.

Location

This post is usually based in Ladywell House, Ladywell Road, Edinburgh. However, the business area is relocating in May and is likely to be based in central Edinburgh. As a result, you will be offered hybrid working, between home and one our Edinburgh offices until our new location has been confirmed.

Provisional Dates for Sift and Assessment

Dates are TBC.

Sifting will take place within 2 weeks of the closing date with interviews following approximately 4 weeks after the closing date. Shortlisted candidates will be invited to take part in a portfolio review exercise as part of the interview process.

Minimum Time in Post and Development Opportunities

The successful candidate is expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher grade.
