About Our Client

Crown Estate Scotland is a public corporation that manages the buildings, land, coastline, and seabed which make up the assets of the Scottish Crown Estate. These assets are managed, on a commercial basis, by Crown Estate Scotland which was established in 2017. The annual revenue surplus from the Scottish Crown Estate is passed to Scottish Government for public spending.

The Scottish Crown Estate comprises virtually all the Scottish seabed out to 12 nautical miles, just under half the foreshore, and four rural estates comprising 37,000 hectares of land - Glenlivet and Fochabers estates in Moray, Applegirth in Dumfries & Galloway, and Whitehill in Midlothian. Most of the land on these estates is let for a variety of uses, including farming (around 200 tenanted farms/agricultural leases), residential, commercial, sporting and mineral operations. Commercial forestry on the estates is managed directly, apart from some areas of other woodland which are managed within farm tenancies.

Job Description

The role holder will be responsible for managing the development of investment projects across a range of Crown Estate Scotland assets with a focus primarily on, but not limited to, new initiatives including the Challenge Fund Investments, decarbonisation activities, climate adaptation and resilience activities.

Key responsibilities are including but not limited to the below:

  • Develop project proposals, investment papers and business cases utilising the Five Case Model.
  • Working with stakeholders, both internal and external, develop, manage and update business cases that justify new investment and/or projects including preparing materials for presentation to Board and its committees.
  • Develop new, progressive and innovative options for investment and return that satisfy Crown Estate Scotland's wider value requirements through appropriate use of capital funds.
  • Interrogate business cases to confirm viability and optimisation of project requirements and outcomes, including wider value.
  • Ability to develop solutions to support effective project development, required in the Scottish Crown Estate to deliver objectives over both the short and long term sometimes balancing competing priorities.
  • Ability to think creatively to arrive at innovative solutions to problems in a changing legislative and governance environment.
  • The post holder will be predominantly autonomous in regard to problem solving, discussing with colleagues as appropriate.
  • The post holder is expected to be able to independently make decisions and recommendations
    which require an evaluation of financial, legal, governance and reputation risks related to
    business cases and project delivery, within delegated limits.
  • Ability to write and present reports to Crown Estate Scotland Board, Committees and Executives
    to aid decision making.
  • The post holder has budget management responsibility for capital and revenue
    expenditure within agreed delegated authority levels for the projects which they are
    managing;
  • The post holder must act with prudence and probity in managing expenditure and
    income relating to the projects.

The Successful Applicant

The successful candidate will embody the following criteria:

  • Educated to degree level in relevant discipline with (or working towards)relevant professional membership, such as RICS / ICE / APM or equivalent experience.
  • Masters degree/post graduate or qualification in a relevant discipline
  • Experience of working to deadlines within a multi-disciplinary team with accountability for budgets and achieving performance targets, including new business development.
  • Evidence of financial and commercial acumen, including experience of commercial negotiation and transactional and legal activities and processes associated with contracts and agreements.
  • Ability and comfortable in working with and instructing multidisciplinary teams/consultants/managing agents, asset managers, development managers and solicitors.
  • Ability to work with and develop new initiatives taking them through internal governance process to fullfledged projects.
  • The successful applicant will have acquired 5+ years' experience leading a variety of capital projects, across a range of settings including public and private sectors, to deliver newbuilds, refurbishments and improvement projects.
  • Experience in managing projects in a diverse property portfolio, including rural and/or coastal assets with a
    working knowledge of key challenges affecting these communities in Scotland.
  • Experience in working in an outsourced business model (client side).
  • Experience in project management from initiation to completion.
  • Experience in writing and presenting reports to Board and committees.
  • Full Driving licence.
