Project Manager - Children & Young People's Services
£46,857 - £49,890 per annum
2 x Fixed Term until March 2025

About Us
You will work in the Change and Improvement team and drive through positive change across our services, positively impacting our children, families, young people and communities.
We are looking for three project managers to lead on:
- Social Care Transformation
- Family Hubs Transformation x 2
Newham has been identified as one of the 75 Local Authorities nationally who will be designated as a ‘Family Hub Development Borough’ by the Department for Education, which funds this project. This is an exciting opportunity to transform our services and develop an integrated and co-located service offer for our families. A Family Hub is not a prescribed range of services – it is an approach that offers families more coherent and effective services in a localised way. It may include, for example, health services (antenatal, maternity, health visitor, school nurses); early years and childcare and education, youth services, parenting support, safety and relationship support. Additionally, the borough is moving towards a Family Help model as we transform our operating models in response to the social care reforms Stable Homes, Built on Love.

This role will help sharpen our focus, harness our strengths, and identify opportunities to ensure our children and young people can thrive. The role will deliver additional problem-solving capacity and the ability to think differently.
Working collaboratively across the directorate and wider Council, the core priorities of the role will be to drive innovative service improvements aligned to corporate priorities; ensure the broad range of strategies and services delivered by Children and Young People Services (CYPS) collectively work towards enhancing the lives of everyone working and living in our borough. You will identify opportunities to increase efficiency, with accountability for savings delivery and service delivery whilst supporting the continuous improvement agenda.
About the Role
We are currently looking for three experienced Project Managers who will lead complex transformational projects across Children and Young People’s Services:
Social Care Transformation
You will be working on projects within our Children in our Care and Social Care interventions portfolio such as Fostering transformation, sufficiency planning, brokerage development and in-house accommodation provisions to ensure positive outcomes for children in Newham and sustained financial benefits.
Family Hubs Transformation
You will either be leading:
- Our service development and delivery plans for the funded strands within the DfE Family hubs & Start for Life programme such as Parenting, Perinatal Mental Health, Infant Feeding and Early Language & Home Learning Environment
- The development of cross-cutting family hubs infrastructure such as the opening of new pilot sites, leading our digital offer and improving practice in Early Help embedded within communities.
You will lead a small team of specialist resources to lead the delivery of programmes and initiatives, embedding a robust approach to continuous service improvement and driving change throughout the service.

About You
You should be committed to being part of a strong and important team, with the ability to be proactive and hit the ground running – enabling the Improvement and Change team to provide staff and service users with a high quality service.
You will have worked in project roles in a large organisation with a track record of delivering successful change and improvement. Local authority experience is not needed, but an understanding and commitment to improving services for children is essential.

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR. When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country. It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock. It also has a large Westfield shopping Centre in Stratford which has all the major retailers there.
