This is a 12-month fixed contract post based in Branston, Burton-on-Trent, Staffordshire.

This post is SEO (Senior Executive Officer)

New entrants to the Civil Service will be expected to join on the minimum of the pay range.

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.

The Team

The Offender Subject Access Request (SAR) team sits within the Ministry of Justice’s (MoJ) Security and Information Group, which has a broad range of responsibilities including physical and cyber security through to information management and records compliance. As part of the Information Services Division, our aim is to ensure the MoJ holds information in compliance with legislation; that all information is correctly stored, accessible and shared appropriately; and our information is protected, and the risks managed.

The Offender SAR team manage and process SARs on behalf of the MoJ, liaising with its agencies to retrieve personal information held on the requestor and then prepare is for release in compliance with the Data Protection Act 2018 (DPA). The team receives in excess of 5,000 requests per annum.

The team are now looking to build on this at pace and continue to improve the service provided through innovative deployment of technology and digital tools including exploring use of artificial intelligence or machine learning to drive up and consistently sustain excellent service standards.

Role Purpose

This is an exciting opportunity that supports the Ministry of Justice Outcome Delivery Plan strategic enablers of new ideas and better outcomes.
It provides an opportunity to tackle and resolve a high profile and high-risk area, deliver better outcomes for our customers and develop a wide range of skills including leadership, managing stakeholders and working alongside colleagues in MoJ Digital and Technology, Project Delivery, Commercial and Contract Management Directorate and HR.

This is an exciting time for the team as we are seeking to make significant changes and improvements to many aspects of how we work and the service we provide, especially investigating new technology available and how this can increase efficiencies. This role requires strong leadership skills to support the team through change and the challenges that come with it, whilst maintaining business as usual performance.

  • Lead the work to identify and deliver opportunities for process digitisation that utilises the MoJ IT infrastructure and maximises the use of new technology being introduced across the prison service and includes the identification and deployment of artificial intelligence and/or machine learning to assist with the review of SAR information accurately and swiftly
  • Develop detailed service improvement plans outlining options and recommendations to senior leaders (including ExCo) on the most efficient and effective way forward to modernise and improve the service provided to customers that meet their expectations and those of the Department’s senior leaders and the Information Commissioner’s Office
  • Ensure plans and activity aligns with and inform other projects in flow including engagement with internal and external stakeholders such as potential suppliers and partners

Main Activities / Responsibilities

The job holder will be required to undertake the following duties and responsibilities:

Support the project, through the various stages of the project lifecycle (Requirements, Design, Build, Test, and Go-live)to deliver successful clearance of the caseload to time and cost and quality requirements

  • Maintain records and tracking delivery against detailed plans and milestones by partners and suppliers
  • Proactively address managing risks and issues pertinent to the project through development of risk management plans
  • Reporting delivery against plans
  • Supporting engagement with internal and external stakeholders including potential suppliers and partners and supporting procurement and commercial activity and developing bids for resource needed to deliver against the plan
  • Support the Programme in development of the Business Case with input from specialists as necessary
  • Ensure appropriate governance is in place to report to the Programme Board and arrange external reviews e.g. Gateway Reviews where necessary. Monitor the effectiveness of controls and ensure that recommendations are acted upon.
  • Establish and implement Change Management protocols
  • Support the Programme in the identification, recruitment, development, deployment and reassignment of resources throughout the project lifecycle.
  • Identify, develop and share best practice project management processes, tools and templates and benchmarks against industry standards

This is a challenging and fast-paced role that would be suited to an individual with outstanding project management, organisational, interpersonal and stakeholder management skills and experience.

The successful candidate will have the ability to manage multiple deadlines and will be comfortable balancing competing demands and delivering challenging objectives

Essential Skills

  • A project management qualification e.g. Agile PM; Prince 2; CIMA
  • Project experience working in and delivering in a project complex environment at pace, with record of applying project manager techniques and experience of managing change transformation.
  • Risk management experience in a complex environment at pace, with record of applying project manager techniques and experience of managing change transformation.
  • Experience of delivering customer service excellence in a processing environment
  • Managerial experience with proven ability to lead through suppliers and partners
  • Ability to manage multiple deadlines and will be comfortable balancing competing demands and delivering challenging objectives.
  • Leading and handling engagement with internal and external stakeholders including potential suppliers and partners and handling all procurement and commercial activity needed.
  • Leading engagement with all stakeholders and partners including development of communications materials and delivery of training as needed
  • Experience managing ownership of delivery and doing it well and with others and ability to manage multiple deadlines and will be comfortable balancing competing demands and delivering challenging objectives.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
