Job description
Overall responsibility for delivering a variety of key recruitment policies and projects end to end. These may be required as part of the Cabinet Office’s strategy, cross government initiatives or legal changes. This will include:
- Leadership and line management of the Recruitment Projects and Policy Team (1 x HEO Projects Adviser) to deliver policy work and projects.
- Working closely with the whole Recruitment Compliance and Improvement Team, providing operational and management cover where needed.
- Ensuring all recruitment policies / practices are fit for purpose and embedded within the department, to meet the business need and give a positive user experience.
- Keeping up to date with developments (internal and external to Civil Service), and what impact that will have on recruitment at Cabinet Office.
- Researching, developing and drafting policy, practice and guidance to meet business needs and give a positive user experience.
- Proactively managing relationships, working with and engaging all stakeholders, from the business through to expert colleagues, and third parties who provide recruitment services.
- Developing any documents or products needed, e.g. plans, papers, presentations, communications.
- Implementing the policy or project within the organisation; working with colleagues on any dependencies, communicating changes, and delivering training.
- Providing expert advice, guidance and support (including interpretation and complex issues) to colleagues across the business.
- Managing the relevant governance and wider requirements in the Cabinet Office People and Places Directorate (e.g. data requests, project management, audit), dealing with complex queries, cases, and escalations.
So what does a day in the role look like?
- Drafting a document proposing a change to recruitment practice, and sharing it with colleagues for comments.
- Joining a call with colleagues across government that gives updates on what’s going on in recruitment. Then sharing a summary with the Team, and briefing your line manager on how it will affect our work.
- Going through an urgent complicated query you’ve received from the business about a recruitment policy, and having a meeting with them to resolve it.
- Holding a monthly one to one with your direct report.
- Researching a new government initiative that our HR Director has had a letter about, working out how taking it forward can be managed, and sharing that with colleagues.
- Meeting with the Head of Recruitment Compliance and Improvement and HR Operations Manager to review priorities, workload and resourcing across the Team. Providing progress updates, flagging risks and issues
- Joining a Team huddle for 30 minutes to help problem-solve any recruitment queries, and seek advice about ones you have. Plus share any key updates.
- Updating policy guidance on the intranet that you’ve had signed off.
- Reviewing a draft of the monthly dashboard, adding insight and working through any queries on it with the Team.

Person specification
The essential criteria for the role are:
- Experience of managing recruitment processes end to end, and advising on all aspects.
- Line management skills and collaborative leadership style.
- Ability to identify and propose developments required to policies, working practices and services.
- Being comfortable with getting data from our recruitment system and other sources, then using that to provide data and inform our work.
- Previous involvement in delivering projects and understanding of related principles, including planning, stakeholder engagement, and managing risks.
- Strong written skills with high attention to detail to communicate effectively, using the appropriate approach to maximise impact.
- Ability to take a practical approach and make sound judgements to resolve complex issues.
- Effective interpersonal and communication skills to achieve best outcomes.
- Highly organised, and flexible to work effectively in a challenging environment, responding at pace to changing priorities.
- Proven track record of delivering directly, and through others.
- Team player with the experience to support team members to deliver outcomes, and be willing to work across the immediate and wider HR Operations Team if needed.
- Confident in the use of IT applications (such as G Suite and MS Office) to manage the day to day, get information and produce documents.

Should a large number of applications be received, an initial sift may be undertaken using the lead Experience criteria, which is: experience of managing recruitment processes end to end, and advising on all aspects.
Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment / interview.
Selection process
If successful at the sifting stage, you will be invited to attend an interview. Prior to the interview you’ll be sent details of a role-related task to submit in advance for the Technical assessment.
At the interview you’ll be asked to briefly talk through this and answer any questions. You will also be asked Experience and Behaviour-based questions.
