Responsibilities:
- Application of Assurance Standards - Responsible for ensuring projects or activities have appropriate levels of assurance for the complexity of the project. Following local guidance on types of assurance activities and recording them in management documents as required.
- Planning - Responsible for leading a number of assurance activities across either one or several projects. Responsible for leading specific activities such as the review of management cases within business cases either at a local or department level.
- Results/Actions - Ensures that agreed actions are implemented, and that any lessons learned are applied to future change initiatives
- Reporting - Leads the timely and accurate reporting of integrated assurance plans and milestones to support departmental or board level assurance activities
- Areas for Assurance Evaluation - Key areas for evaluation in assurance reviews include: Alignment with the business case; management processes; overall progress towards output in terms of time, cost & quality; stakeholder relationships & perceptions; final outcomes & lessons learned and benefits plans & realisation.
Essential Criteria:
- Assurance - practitioner level knowledge and experience of internal and external assurance on a transformational Government Major Projects Portfolio (GMPP) programme. This includes planning and organising Gateway Reviews, internal audits, gathering evidence, action tracking and reporting on progress
- Governance - a good working knowledge of how assurance supports governance on a major programme.
- Stakeholder engagement - confident working with members of Senior Civil Service up to Senior Research Officer level as well as external bodies such as the Infrastructure and Projects Authority (IPA). Excellent written and verbal communication skills
- Risk and Issues management - awareness of the principles of risk management and how risk links with assurance.
- Frameworks and Methodologies - awareness of agile and waterfall approaches to programme delivery
- Quality management - awareness of quality management principles
- Visible Leadership - able to give direction to the team and deliver against plans which evolve.
- Culture change - shows willingness to learn and improve and encourages others to share knowledge and lessons learnt
- Collaboration - works effectively with others in the assurance team, the Programme Management Office (PMO) function, across the programme, corporately and external bodies.
Qualifications:
APM Project Fundamentals Qualification or, higher.
