Job Title : Capital Grants Accountant

Main purpose of job:

To be responsible to the Project Accountant for the management, development and implementation of the capital grants claim process for external funding in relation to the Belfast Agenda.

To establish and maintain financial policies and management information systems, as well as liaiseon behalf of the Project Accountant with other senior officers on all aspects of finance.

To provide financial advice and information to support strategic business decision-making and project control.

To keep under review new developments in all fields relevant to the service’s responsibilities and to make recommendations to the Project Accountant.

Summary of responsibilities and personal duties

1. To prepare financial reports to support the capital claims process.

2. To co-ordinate the preparation of all claims for external funding relating to the capital element of the Belfast Agenda.

3. To provide timely and accurate management information on all income and grants associated with the delivery of the Belfast Agenda.

4. To create, implement and monitor processes and procedures around all external funding for the Belfast Agenda.

5. To offer professional judgement and technical financial knowledge on financial matters and advise on ways of improving business performance in the department.

6. To maintain appropriate financial recording systems and interpret and communicate financial data to non-financial managers.

7. To assist the Project Accountant in producing all necessary financial information and reports on externally funded Physical Programme projects.

8. To monitor the financial systems to ensure that capital and Belfast Investment Fund (BIF) and other Physical Programme reports are up to date and liaise with the Finance and Resources Section as appropriate.

9. To assist the Project Accountant to maintain and review all spending and forecasting information in relation to the Physical Programme in an appropriate format for reporting to Committee and council.

10. To carry out investment appraisals on capital and revenue projects within the department’s area of responsibility and in line with the development of the whole life costing.

11. To work in conjunction with other Business Support Finance Team on financial related projects.

12. To represent the Project Accountant in maintaining effective partnerships with a range of internal and external stakeholders; providing financial and project support as required, and liaising with external funders.

13. To represent the Project Accountant where necessary within the post holders sphere of responsibility.

14. To develop processes around claim process in conjunction with the Council’s Capital Accounting Manual and other internal financial processes.

15. To motivate and manage any staff, that may be assigned, to the postholder to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development programme.

16. To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate, including, absence management, disciplinary and grievance procedure.

17. To act in accordance with the council’s and department’s policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.

18. To participate as directed in the council's recruitment and selection interview procedure.

19. To undertake the duties in such a way as to enhance and protect the reputation and public profile of the city council.

20. To undertake such other relevant duties as may from time.

Essential criteria

Qualifications and experience

Applicants must, as at the closing date for receipt of application forms:

  • be a qualified accountant and a full current member of a relevant professional body, for example, Association of Chartered Accountants (ACA); Association of Chartered Certified Accountants (ACCA); Chartered Institute of Management Accountants (CIMA); Chartered Institute of Public Finance and Accountancy (CIPFA) or equivalent; and

· be able to demonstrate on the application form, by providing personal and specific examples, at least one year’s relevant experience, in a large and complex organisation[1], in each of the following three areas;

a) preparing, analysing, coordinating and presenting relevant information for the management of capital and revenue projects;

b) providing financial project information and advice to senior managers and key stakeholders; and

c) developing systems to assist in the production, analysis and presentation of financial, project and performance information.

[1]Large and complex organisation is defined as one with at least 250 staff or an annual budget of at least £25 million and involving a high degree of coordination with a range of internal and external staff.
