Job Introduction

The UK Health Security Agency (UKHSA) is a national organisation that was established in 2021 to help protect the UK from infectious diseases and other public health threats.

The Programme Engagement Lead will work with colleagues across Health Protection Operations (HP Ops) including working with the Director General, the Directors in HP Ops, and the Programme Director for HP Ops 2024, to develop and deliver the Communications and Engagement strategy as to deliver the approach to change.

The post holder is a proven engagement/communication professional who will have cutting-edge expertise in a range of areas to develop and deliver the strategy including experience of behavioural change theories – for example, how to use approaches such as appreciative enquiry, network analysis and systems thinking to support people and connect the organisation on this journey. The post-holder will lead on presenting and updating programme engagement strategy, plans and progress to the HP Ops 2024 Programme Board, which underpins the success of the programme.

Main Responsibilities
  • Leading the development of the HP Ops 2024 programme engagement strategy, planning, delivery and evaluation.
  • Developing and using the insight from the initial series of virtual roadshows (November 2022) led by the Director General for Health Protection Operations and Senior Leadership Team (SLT) Directors to define and deliver the next stage of the communications and engagement strategy.
  • Working in collaboration with programme and project teams, communications and engagement networks both within Health Protection Operations and UKHSA to make sure all our communications and engagement activities are impactful, insightful, inclusive; and joined-up to effectively support our people through change.
  • Produce inclusive content for a range of channels and products (email, intranet, events, newsletters, all staff calls).
  • Ensuring all internal communications and content are consistent with Health Protection Operations and UKHSA overarching narrative, tone, messaging, style and visual identity.
  • Ensuring the development of the programme internal SharePoint communications portal in collaboration with Directorate and Project leads.
  • Segment the approach based on a developing view of how different groups of people are affected by changes.
  • Represent the HP Ops 2024 programme at appropriate meetings and forums as part of the engagement strategy and implementation plan.
The Ideal Candidate
  • Hold a degree in relevant subject area or demonstrable equivalent knowledge and experience.
  • Organisation Development, PROSCI, or Agile Change qualifications or equivalent experience.
  • Experience of leading large and complex internal comms and engagement strategies and delivery.
  • Able to use experience of large scale organisational / cultural change, transition and transformations to realise tangible and measurable benefits.
  • Experience of creating content across a range of different products and channels aimed at different audiences and managing the end-to-end process from concept to publication.
  • Excellent writing and editing skills with the ability to translate complex ideas and information into clear, creative and engaging inclusive content.
  • Collaborative and empathetic with experience of working on behaviour / culture change campaigns and initiatives to sensitively support employees through change and transformation.
  • Highly motivated with excellent negotiation and persuasion skills and an ability to develop and maintain constructive relationships with all professional disciplines. Tenacity to constructively challenge views and/or practice and effectively manage conflict to reach a positive conclusion.
