A $2,500 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.

· $500 will be awarded in the first paycheck.

· $750 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.

· $1,250 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.

The City of Virginia Beach Department of Human Services is seeking to hire two talented Senior Benefit Programs Supervisors. Candidates will plan, organize and manage an eligibility benefits programs division; provide training and staff development at the worker and supervisory level; coordinate and participate in the selection, evaluation, training, and utilization of financial assistance division staff; participate in local policy development and recommend state policy changes; develop resources for the financial assistance division and coordinate activities with other community agencies.

Duties:

  • Provide leadership, training, and guidance to line supervisors and workers to increase productivity in the financial assistance programs.
  • Create training plans and monitoring of staff to assess training needs and oversee training schedules and needs for the division.
  • Interpret and clarify state policy to assure accurate and equitable distribution of benefits; formulate local policy and procedures to assure appropriate utilization of staff and equipment; and formulate local policy and procedures to assure accurate and equitable distribution of benefits.
  • Collect and analyze data to evaluate divisional, program, and individual performance.
  • Participate in the development of the annual budget to assure appropriate utilization of staff and equipment.
  • Monitor and evaluate the productivity and individual performance of staff to assure that job expectations are met and to make recommendations for promotion, discipline, and dismissal.
  • Monitor and evaluate the quality-of-service delivery to ensure a positive response to community inquiries, concerns, and complaints as well as to keep pace with changing policies and adjust to fluctuations in the number of recipients/applicants.
  • Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on current workloads and department needs.
  • Participate in the staff hiring process including creating hiring requisitions, interview questions, written exercises, scheduling interviews, selecting panel members, composing selection comments, conducting reference checks, and completing new hire packets.
  • Responsible for planning, organizing, and developing workflows, processes, and procedures to govern the administration of locally and federally funded benefit programs and services Make decisions and implement business processes improvements to streamline business operations.
  • Monitor productivity, accuracy, and timeliness of eligibility determination and service delivery. Ensure the division’s SNAP AppTrack compliance rates are met and provide guidance and feedback to staff to ensure the timeliness of application processing for (SNAP, TANF, and Medicaid) remains above the state’s targeted compliance rate of 97%.
  • Provide training and feedback to staff regarding case accuracy to ensure benefits are not only delivered timely but accurately to the citizens of Virginia Beach.
  • Coordinate all State, Federal, and Local audits or case monitoring for benefit programs by writing corrective action plans and conducting training by analyzing the root cause of errors.
  • Serve on local, regional, and state committees, and task forces, and provide program information and presentations to local partners, staff, advisory board members, and leadership.

All employees may be expected to work hours more than their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Minimum Requirements:

MINIMUMS: Requires a Bachelor’s degree in human services, business administration, accounting or a related field and seven (7) years of experience as an Eligibility or other Social Services Benefits Worker/Supervisor; OR any combination of education (above the high school level) and/or experience equivalent to eleven (11) years in benefit program fields utilizing the required knowledge, skills, and abilities, three (3) years of which must have been in a benefit programs supervisory capacity. SPECIAL REQUIREMENTS All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Alpha I Status: Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City’s operational status.

Preferences:

Three (3) or more years experience managing a team of BPS staff determining eligibility and performing benefit enrollment
Experience processing/working in VACMS and knowledge of MS Office WORD, PPT, Excel
Experience administering performance management for subordinate staff including disciplinary action
Experience with public speaking and presenting policy and programmatic information for Virginia SNAP, TANF, Medicaid
Experience with the VDSS systems reports and monitoring of work utilizing different systems & software
Experience with training or mentoring staff in Benefit Programs
Experience with hiring process (screening apps, interviewing, reference checks, on-boarding paperwork, etc)
Bachelor’s or higher degree in a human services field
