Main Purpose of Job

This position serves as the specialist for specialized instruction, in the Performance Support and Technical Assistance (PSTA) Branch for the Division of Early Intervention/Special Education Services (DEI/SES).This position provides leadership and technical assistance to MSDE, local education agencies, State operated programs and nonpublic schools responsible for Maryland’s College and Career-Ready Standards in the implementation of instructional and response to intervention strategies/evidence-based practices, support of federal grant initiatives, technical assistance and programmatic support related to students with high incidence disabilities; provides technical assistance and support to local education agencies (LEAs) and public agencies (PA) to facilitate the Maryland Individualized Education Program (IEP) document, the Maryland Online Individualized Education Program (MOIEP) tool; including the use of State developed analytical tools to support the data-informed decision-making processes for the development, implementation, and evaluation of the IEP Process, including Standards-Aligned Goals to support achievement of students with disabilities on statewide accountability measures for Access, Equity, and Progress.

POSITION DUTIES

Provides leadership and direct technical assistance to LEAs/PAs and the Division (DEI/SES) with regard to specialized instruction and in the development, implementation, evaluation, and monitoring of the entire IEP Process.

  • Supports statewide implementation of the DEI/SES Strategic Plan, including an understanding and implementation of support of the action imperatives and Differentiated Framework.
  • Collaborates with the Chief of the Specialized Instruction Section to develop and administer technical assistance and professional learning opportunities.
  • Facilitates identification of effective, collaborative evidence-based and research-based instructional strategies and intervention practices with fidelity to accelerate the learning of students with disabilities.
  • Provides opportunities for coaching and sharing of local and national solutions related to proven specialized instruction practices for resolving barriers to improving achievement of students with disabilities.
  • Provides leadership with regard to specialized instruction for the Division (DEI/SES) and other Divisions in the Department in the data analysis of Part C and Part B data, including data from SPP/APR, Student Compass, Census Reports, Pearson Access, Next, and MD Report Card.
  • Collaborates with other Divisions regarding professional learning as it relates to students with disabilities or other diverse learners.
  • Collaborates with other Divisions as part of the Statewide System of Support regarding technical assistance and consultation within the Division and LEAs and PAs to improve performance on accountability measures for students with disabilities.
  • Supports the administration and implementation of the State Systemic Improvement Plan (SSIP).
  • Collaborates as a representative of the Division with agencies and organizations to implement a shared mission of improved outcomes for students with disabilities.

MINIMUM QUALIFICATIONS

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program.

Notes:

1. Candidates may substitute two additional years of experience directly related to the position option for the required education.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

One year of experience with specialized education programs.

  • Ability to manage multiple tasks
  • Ability to interpret & apply pertinent laws/regulations
  • Ability to establish & maintain effective and collaborative working relationships
  • Ability to communicate clearly & effectively both orally & in writing, through the presentation of concise yet comprehensive training, analyses & reports
