Job Description
The Department of Family Services (DFS) is seeking an experienced HR Program Manager to support the administration and management of the Department's Human Resources & Organizational Development (HROD) program. This position oversees a range of administrative functions related to workforce planning, recruitment, employee relations, and organizational development. This position also conducts regular HR training for employees and supervisors to promote professional development and best practices.
The successful candidate will be detail-oriented, deadline-driven, and employee focused. Day-to-day responsibilities focus on overall department support. Specifically, this position includes, but is not limited to, the following responsibilities:
- Researches, analyzes data, and prepares quarterly reports on HR trends, new HR project suggestions and current program goals and progress to the Executive Leadership Team in a timely manner.
- Oversees performance management in accordance with County and Human Resources policies to include assisting supervisors with performance appraisals, as well as providing direction on verbal counseling, written counseling, letters of warning, letters of reprimand, suspensions, and terminations.
- Manages employee relations which may include benefits such as Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Short-Term Disability (STD).
- Manages workforce planning to include onboarding, offboarding, recruitment, and retention initiatives.
- Utilizes knowledge of applicable laws, regulations, and best practices to advise management and staff on policies and procedures related to collective bargaining.
- Ensures staff adhere to all applicable policies and procedures of the Department and of the County.
- Provides performance direction, feedback, mentoring, coaching and training to staff.
- Utilizes knowledge of HR policies and procedures, applicable laws and regulations, and best practices to advise management on policies, procedures, strategies, programs, and initiatives related to a myriad of complex HR issues.
- Analyzes complex and/or sensitive HR issues including, but not limited to, employee climate surveys, employee entrance and exit surveys, and employee relations trends.
- Provides timely information to the Director, County leadership, Division leadership and Department staff.
- Develops and maintains effective relationships with all stakeholders and is the DFS liaison to the Loudoun County Department of Human Resources.
- Maintains knowledge of Oracle Systems.
- Provides regular feedback; reviews staff work product for accuracy and completeness.
- May perform other essential job functions specific to the position and department assignment.
A successful candidate in this role will have the following qualifications and skills:
- Knowledge of staff recruitment policies and procedures.
- Knowledge of the principles, practices, and techniques relevant to program management in the assigned service area, particularly crisis intervention programs.
- Knowledge of budget development and management.
- Skill in developing and making presentations to various types of audiences.
- Ability to plan, assign, instruct, and supervise the work of others.
- Ability to establish and evaluate employee performance.
Salary Commensurate with Experience.
Job Requirements
Bachelor's degree in a field related to the assigned program or department (Master's degree may be required depending on specifically assigned department/program); five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.
Preferred:
HR professional certifications (SHRM-CP, SHRM-SCP, PHR, or HRCI).
Special Requirements
- Successful candidates must be available for duty beyond the normal workday which includes nights, weekends, and holidays, as required to perform functions of the position.
- This position is considered essential personnel and will require report to work during times designated countywide as approved for unscheduled leave regardless of the emergency (e.g., weather, transportation, disaster).
- May also be required to work form, and may be assigned to, an alternate worksite(s) within the county to carry out duties that support operational needs.
