This position is located with Bonneville Power Administration (BPA), in the Transmission Engineering Business Intelligence & Integrity (TEBI) organization.

SALARY: $ 61,275 - $79,655 per year
DUTIES:
- Will validate and adjust project forecast for Transmission capital and expense funded projects access estimated vs. actual expenditures, perform variance analyses to identify changes in project spend, schedule and recommend financial alternatives based on overall project performance.
- Coordinate, maintain, and communicate program (such as: Upgrades and Additions, Main Grid, Projects Funded In Advance, Lease Financing) forecasts referencing internal policies, processes, and procedures.
- Perform analyses of program costs, determine/research potential errors, and communicates them to TEBI management, the Project Manager, Account Executive, and/or Customer Service Engineer.
- Review and maintain assigned financial procedures as documented in TEBI's procedures handbook.
- Perform project analysis following transmission standards as well as GAAP, FERC, A-123, NERC/CIP and WECC guidelines.
- Prepare project summaries, briefings and other deliverables that portray project status, identifies potential risks to budget execution and recommends corrective action.
- Analyze capital and expense reimbursable projects for accuracy and creates Statement of Cost for external/internal customers as well as validate appropriate contractual Transmission Credit allocation, overhead rate and asset unitization based on the Plant Unit Catalog FERC, GAAP and OATT for accurate recording of Asset Investments and Tariff compliance.

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
QUALIFIACTIONS:
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position is defined as:
Experience in basic accounting, budgeting, and financial management principles related to planning for long-term capital and reimbursable programs, and 2) assisting in conducting analyses of administrative or technical programs for capital finance programs to ensure compliance with internal controls within the organization.
You may substitute education for specialized experience as follows:
- Two years of progressively higher-level graduate education leading to a master's degree, or master's, or equivalent graduate degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
- Combination of graduate education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited).
