Why Join KPMG as a Procurement Transformation Lead / Training Facilitator
We have an exciting opportunity to build procurement knowledge and skills capability across UK central government and the wider public sector. This will be done through a large-scale training and development programme centred on the latest legislation due to be passed in Parliament (‘The Procurement Bill’) and the regulations that sit under it. This training and development programme is part of a wider change programme associated with the move from the current regime (PCR 2015) to the new regime (estimated to be live Autumn 2024) called Transforming Public Procurement (TPP). There will also be opportunities to work on other procurement transformation and learning and development programmes where you could be taking responsibility for managing projects and leading diverse internal teams supported by sub-contractors and client staff members.
What will you be doing?
- Skilfully facilitate online training events that inspire and motivate attendees to build on their technical understanding, resulting in achievement of the learning outcomes. Lead the delivery and facilitation of an 'Advanced Course of Deep Dives' to mixed cohorts of procurement practitioners from across central government and the wider public sector, moving from the 'what' to the 'how' of the 'new public procurement regime'. Provide learners with the knowledge, skills and understanding to be able to operate with confidence under the new regulatory regime, fully utilising its flexibilities to achieve better outcomes from procurement by government and the wider public sector, so that contracting authorities are equipped to operate effectively under the new regime, delivering value for the taxpayer.Provide subject-matter input in developing learning content for a range of procurement-related training topics with and through discussions and Q&As during the Advanced Course sessions.For IGH - POT, leverage your expertise and network to help generate and win new business opportunities and support the development of business propositions within procurement learning and other transformation-related work.
What will you need to do it?
- Proven pedagogical experience in educating, enthusing and coaching, with the ability to create a positive learner-focused online experience.Detailed knowledge of procurement processes, including category management, strategic sourcing, contract management, supply relationship management, purchase to pay (P2P) and supplier risk management.Experience in leading and managing procurement capability within the public sector.Working knowledge and experience of the end-to-end procurement lifecycle and understanding of core public procurement policies, directives and regulations, including the Public Contracts Regulations 2015 as well as the new public procurement legislation.Demonstrable experience and knowledge of designing and implementing procurement operating model changes, to enable learners to develop a deeper understanding of the implications of the new legislation for their operating models.
Skills we’d love to see/Amazing Extras:
- Working knowledge and experience of the Defence and Security Public Contracts Regulations 2011 and the Utilities Contracts Regulations 2016.Experience of complex cost reduction programmes across direct and indirect spend, including the use of advanced procurement analytics techniques, tools and approaches.Category knowledge of areas of direct and indirect spend.Experience of change management in complex public sector, multi-business unit and/or multi-geography environments.Affiliation to a commercial professional body such as the Chartered Institute of Procurement & Supply (CIPS).Demonstrable knowledge of the current procurement technology market and trends including providers such as Jaggaer, Oracle, Atamis, SAP/Ariba and Coupa.
