Duties
  • Serves as the Government Purchase Card (GPC) Alternate Activity/Organization Program Coordinator (A/OPC) to administer and monitor the Mobile District GPC program.
  • The incumbent is designated to manage the day-to-day operations; implementing and administering the GPC program; establishing policy and guidance; conducting training and monitoring GPC use; and providing oversight and administration.
  • Identifies unfavorable trends based on analysis of the GPC Program and implements approved corrective and preventive measures to improve performance and accountability.
  • Incorporates GPC policies and procedures into local training materials, and coordinates/conducts GPC training.
  • Incumbent also serves as point of contact for resolving issues and disputes between cardholders, approving officials, and vendors.
  • Drafts informational material to inform, clarify, and explain regulatory and policy changes and to note recurring errors observed during contract reviews.
  • Conducts comprehensive review of contracting work products that include but are not limited to acquisition strategies, acquisition plans, request for proposals, and price negotiation memorandum.
  • Ensures that acquisitions reflect the application of good business judgement.
  • Prepares documentation and recommends removal of card or other appropriate action if necessary.
  • Through analysis of program policies and procedures, develops and submits for approval, new plans, upgraded policies and procedures, and formulates guidelines regarding the Credit Card Program locally and regionally.

Qualifications

This position is telework eligible. The Mobile District's current telework policy allows regular and recurring telework up to three days per week, subject to supervisor approval and any relevant limitations established by District leadership. Options for greater amounts of telework are available subject to Division Chief/District Commander approval.

Basic Requirement for 1102 Series, Procurement Analyst:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1.) Experience in reviewing and analyzing completed or proposed procurement actions, 2.) act as system administrator for a variety of contracting systems, 3.) developing guidance from new acquisition regulations and policy changes, 4.) Utilizes a high level of written and oral communication, and analytical skills to support contract document preparation, editing, and review, and/or 5.) Provides oversight and administration of the Government Purchase Card (GPC) program.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
