Prax Lindsey Oil Refinery located in North Lincolnshire is a key asset for Prax and is a world-class supplier of quality fuels. Constructed in 1968, it has the capacity to process up to 5.4 million tonnes of crude oil per year (109,000 barrels a day) and currently employs around 415 staff in additional to a similar complement of contract personnel. The refinery extends over 500 acres and incorporates some of the most advanced refining and conversion processes in Europe, supplying products by road, rail, sea and pipeline.
The Refinery is currently recruiting for a Process Safety Engineer within our HSEQI department to provide industrial safety support the upper Tier COMAH site. We are looking for an individual who can demonstrate strong Process Safety competence with a depth of knowledge of UK legislation and recognised industry good practise. The role actively liaises with and supports the business teams providing guidance to work towards the Process Safety strategic plan. Working as part of a process safety team, the successful candidate will be responsible for ensuring that all major hazards and risks on site are identified and managed through appropriate procedures and best practices.
Key responsibilities include:
- Performs hazard identification and risk assessment studies using a variety of techniques including HAZOP, LOPA, Fault Tree Analysis, Event Tree Analysis, Consequence Modelling, Hazardous Area Classification
- Performs Quantified Risk Assessments (QRA), ALARP studies and uses cost benefit analysis to demonstrate compliance to UK tolerable risk criteria
- Actively recommends safety improvements to eliminate, reduce, control or mitigate risks
- Co-ordinates the update of the site COMAH safety report with business teams and departmental specialists to ensure that it reflects the latest site risk profile and control and mitigation measures
- Provides process safety support and expertise to all process change requests
- Monitors and reports refinery Process Safety Performance Indicators and raises any issues with the Business Team Leaders
- Leads and provides specialist support to investigations where there has been (or could have been) a breach in process safety compliance with COMAH and recognised good practices
- Support the Business Teams regarding regulatory compliance, recognised industry good practice and ALARP demonstration
- Ensure that all Business Teams are aware of their Major Accident Hazards and the control and mitigation measures in place
- Analyses external process safety returns of experience from all sources, communicates the findings to the Business Teams, Senior Leadership Team, and other departments as appropriate to ensure that lessons are captured and integrated into refinery practice
- Deputises for the Technical Authority Process Safety on the Crisis Management Team
A Competent facilitator and practitioner in key process safety areas, you will possess the communication skills and enthusiasm needed to work with others both internally and externally.
Applicants should be a recognised Process Safety Engineering professional (holding or working towards accreditation) with a degree in Chemical Engineering or an equivalent scientific discipline. Ideally chartered or working towards, along with a strong background 4+ years’ broad experience within a large petroleum/petrochemical or similar heavy industrial environment. A certificate in TUV Functional Safety is desirable.
