General Investigator (Associate), Proceeds of Crime Team, Enforcement and Market Oversight (EMO)
The salary range for this role is £44,900 to £66,800.
The Role
We are recruiting a General Investigator to join the Proceeds of Crime Team on a fixed term contract for 12 months. You must have demonstrable experience of working within an investigatory team undertaking enquiries into complex acquisitive crime, of undertaking financial intelligence enquiries and converting the results into evidence, of working in accordance with the Criminal Procedures and Investigations Act 1996 and of having an inquisitive mind-set.
The team / department
The Proceeds of Crime Team is made up of Financial Intelligence Officers, Accredited Financial Investigators and professional business support and provides a dedicated specialist team with the expertise to help the FCA meet its proceeds of crime investigative responsibilities. This forms part of our credible deterrence agenda, around prosecution of criminal offences linked to our statutory objectives and remit within the Financial Services & Markets Act 2000 and Financial Services Act 2012.
We provide dedicated financial investigation resource to:
Investigate, identify, restrain and confiscate the proceeds of criminal behaviours, seeking to remove these from convicted individuals
Compensate victims wherever possible
Use enforcement powers available to us to ensure confiscation orders are satisfied
Use civil powers under Part 5 of the Proceeds of Crime Act 2002 (POCA) and associated legislation to identify and forfeit recoverable property
Undertake criminal investigations into money laundering offences under Part 7 POCA
What you will be doing (the role)
The key responsibilities of the post holder will be to support the work of Accredited Financial Investigators in identifying benefit from criminal conduct and realisable assets by:
Reviewing material and analysing complex data from numerous sources which may include company documents, financial statements, banking material, digital material and financial analysis, to identify appropriate lines of enquiry
Using your own initiative to undertake enquiries to identify witnesses or sources of evidence
Liaising with predicate investigation teams at the FCA
Preparing file notes and memos to record and explain results of analysis or enquiries
Keeping detailed case logs of enquiries and actions undertaken using the FCA’s case management systems
Liaising with FCA in-house lawyers and external Counsel and taking part in case meetings and external case conferences where necessary
Giving evidence in Court where appropriate
Using plain language and highlighting key messages to stakeholders

The skills and experience you will have
Minimum

Essential
Excellent knowledge of ECHR and its impact on casework is essential
Experienced in the use of mainstream financial intelligence tools
Current experience of the legal obligations under Data Protection Act 2018 and Criminal Procedure and Investigations Act 1996
Experience of working within a financial investigation team or experience of investigating fraud or other complex economic crime
The willingness to exercise your own judgment and initiative
Ability to flex style and influence senior leadership
Solid analytical and investigative skills
Strong drafting skills, communication and interpersonal skills
A "can-do" attitude and the ability to work under pressure and meet challenging deadlines
Good knowledge and IT skills to ensure records and data management standards are met
Awareness of the Financial Services & Markets Act 2000 and Financial Services Act 2012 (on relevant criminal sections)
Use of Altia software or similar tools to analyse data and manage disparate unstructured financial information
