As a developing technical leader in the field of evaluation, you will work within a large and collaborative national team to support the delivery of a diverse range of evaluation work within our broad regional and national portfolio, including:
National Highways Monitoring and Evaluation Framework (National Highways);Future Transport Zone Programme Evaluation (TfWM and WECA);Midland Metro Programme Evaluation (TfWM)Coventry Electric Buses Network Programme Evaluation (TfWM); andDudley Interchange Monitoring and Evaluation Plan (TfWM).
This role also brings significant opportunity to engage in delivery of a range of other transport planning studies including (but not limited to) work on planning applications, strategic transport studies, business case development, Local Cycling and Walking Infrastructure Plans, electric vehicle studies and public transport strategies. As such, you will need to have the knowledge and demonstrable experience of a range of transport planning skills and, ideally with some experience of project management and supervisory skills. We expect excellent written and oral communication skills which we will continue to develop. You will also be expected to provide some mentoring and technical advice for more junior team members.
Job Responsibilities:
Working with our National Evaluation Leads, you will pro-actively manage a range of small, medium and large-scale evaluation projects (Deputy Project Manager or Project Manager).You will make an active contribution to the development of new and innovative evaluation approaches to support our client project needs.Acting as the face of AECOM, you will assist internal and external facing clients in specifying and managing delivery of evaluation projects and programmes.You will lead evaluation workstreams with limited supervision, taking responsibility for the technical direction and quality of the work to ensure that best practice techniques are applied consistently.You will take responsibility for the technical development of junior staff, providing on-the-job coaching and mentoring.You will provide technical and professional mentoring and supervisory support to the team.You will be expected to effectively communicate project and operationally critical issues in a timely manner to Directors and Clients to deliver projects within timescale, budget constraints and quality expectations.Moreover, you will support directors in business development and bidding activity - leading the writing and submission of project proposals including the preparation of fee proposals including consideration of resources and programmes.As a Principal Evaluator/Transport Planner, you will be an important senior member of our Planning Team in the Midlands.You will have the opportunity to support a range of other wider transport planning projects as determined by the ongoing project pipeline.Finally, you will assist AECOM raise visibility of its evaluation and wider transport planning capabilities and support strategic recruitment activities to enable team growth.
MINIMUM REQUIREMENTS:
Technical
- You will have in-depth technical knowledge and experience of a range of evaluation approaches, ideally in relation to impact evaluation design and delivery, evidence synthesis, meta-analysis, process evaluation, social and economic research and logic mapping.
- Strong track record or designing and delivering monitoring and evaluation studies in accordance with industry best standards.
- An analytical mind and background and a broad understanding of key evaluation methods and best practice techniques.
- Wider experience in areas such as transport strategy, modelling, planning and business case development which demonstrates excellent technical capabilities (literacy, numeracy, communication).
- Proven analytical, data manipulation or statistical skills using appropriate software and proportionate statistical methods.
- You need to have strong technical and report writing skills.
- You should be able to explain technical concepts to others, especially our graduates and anyone else who may ask

PREFERRED QUALIFICATIONS:
Degree/Masters qualification in an analytical subject (e.g. engineering, geography, mathematics, economics, spatial planning) from an accredited college or university, or overall equivalent experience.Membership of, or working towards membership of, a relevant chartered professional institution such as the Engineers Ireland, CIHT or TPS. Working towards professional chartership, such as the Transport Planning Professional (TPP) qualification or Chartered Engineer (CEng).
