Job description
The post holder will: Keep abreast of current affairs and identify potential threats and opportunities Overseeing the day-to-day operations of the practice, ensuring staff achieve their primary responsibilities Contribute to practice strategy; formulate objectives and research and develop ideas for future practice development Functional management, monitor and evaluation of performance of the practice team against objectives; identify and manage change Develop and maintain effective communication both within the practice and with relevant outside agencies Prepare and annually update the practice development plan, and oversee the implementation of the aims and objectives Assess and evaluate accommodation requirements and manage development and expansion plans. Direct operational management of the following staff: Salaried GPs, Care Quality facilitator, Care Taker, Lead Nurse, Clinical Pharmacist, Dispensary Team Leader, Reception Team Leader, IT and Administration Lead, Care co-ordinator and Car Home care coordinator. Assist financial management Working with Accounts Manager with sharing of information with regards to practice budgets and maximising income Working with Account Manager in negotiation with the PCO and preparation and submission of regular development plans, ensure the practice receives an appropriate and equitable allocation of resources Liaise with Account Manager and Management team to understand and report on the financial implications of contract and legislation changes Discuss QOF figures and identify improvement requirements Human resources Oversee the recruitment and retention of staff and provide a general personnel management service Advertising roles for the practice- NHS jobs, ICB, practice website. Ensure that all members of staff are legally and gainfully employed.
Monitor skill-mix and deployment of staff Manage staffing levels within target budgets Evaluate, organise and oversee staff training, and ensure that all staff are adequately trained to fulfil their role Induction and orientation of locums and new employees Develop and implement effective staff appraisal and monitoring systems Support and mentor staff, both as individuals and as team members Implement effective systems for the resolution of disputes and grievances Keep abreast of changes in employment legislation Maintain and establish up-to-date HR documentation (including job descriptions, person specifications, employment contracts and employment policies, NOK, DBS, Qualifications, registrations) PCSE portal- management Partners, GP joiners and leavers Directly manage the probationary and 1-2-1 reviews and annual appraisals for: Salaried GPs, Care Quality facilitator, Care Taker, Lead Nurse, Clinical Pharmacist, Dispensary Team Leader, Reception Team Leader, IT and Administration Lead, Care co-ordinator and Car Home care coordinator. Manage all staff sickness, grievance and disciplinary procedures Implement and review employee risk assessments i.e. staff allergies or long term conditions and pregnancy requirements. Annual review of clinical staff registrations and obtaining up to date certificates for indemnity, registration and confirmation of CPD sign off.
Organisational Convene meetings, prepare agendas and ensure distribution of minutes as necessary Deputise for GP Partners at internal and external meetings Act as primary contact for NHS (E), ICB, CQC, Community services, suppliers and other external stakeholders. Develop Practice protocols and procedures, review and update as required Ensure that Practice premises are properly maintained and cleaned, and that adequate fire prevention and security systems are in place Support Accounts manager in the procurement of practice equipment, supplies and services within target budgets Develop and coordinate Health & Safety policies and procedures and keep abreast of current legislation alongside the Care Quality Facilitator. Arrange appropriate insurance cover Ensure that the practice has adequate disaster recovery procedures in place Coordinate of all projects within the practice Building improvement scheduling and planning. Arrange and manage annual checks and building audits, compiling action plan for changes required i.e.
legionella, health and safety, fire safety and infection control. Liaising with maintenance contractors for scheduled site visits, reviewing work require and negotiating contract costs (emergency lighting, fire alarms, fire extinguisher checks, burglar alarm, lighting conductors, door maintenance, lift and LOLER maintenance, boiler service. Liaise with cleaning contractors, with 6monthly face to face reviews Any contractors working on site, obtaining relevant insurance and indemnity cover, signing confidentiality agreements. You will be required to manage, prepare and actively lead a CQC inspection.
Patient services Adopt a strategic approach to the development and management of patient services Ensure service development and delivery is in accordance with local and national guidelines Ensure that the practice complies with NHS contractual obligations in relation to patient care Maintain registration policies and monitor patient turnover and capitation Facilitate department Management teams to develop and review repeat prescribing systems, effective appointments systems, surgery timetables, duty rotas and holiday cover. Routinely monitor and assess practice performance against patient access and demand management targets Develop and implement an effective complaints management system Liaise and be practice point of contact for Patient Participation Group Information management and technology Ensure compliance with IT security and Information Governance Evaluate and plan practice IT implementation and modernisation Keep abreast of the latest development in primary care IT and regularly update the practice management team Motivate, support and monitor staff in the use of IT; organise, oversee and evaluate IT training Set targets and monitoring standards for data entry and data collection Ensure that the practice has effective IT data security, back-up, maintenance and disaster recovery plans in place Liaise with the CCG regarding systems procurement, IT funding and national IT development programmes. Responsible for the Practices annual submission of DSP toolkit. Reading and review of Service level agreements, Data sharing agreements with support of the Practice Caldicott Lead and SIRO.
