If so then the Digital Connectivity Division is recruiting for a Portfolio and Programme Management Officer.

As a Portfolio and Programme Management Officer, you will be responsible for providing a broad range of high quality PPM support and functions across a range of areas such as: Governance; Risk and Issue Management; Change Control; Planning; Reporting; Assurance; Finance; Benefits Management and Continuous Improvement activities. Building trusted and credible relationships with critical stakeholders across the Division and Programmes is a key part of this role, as well as contributing to best practice and consistency across the portfolio.

You will play a key supporting role in the delivery of high profile digital infrastructure programmes within the Division, including the Reaching 100% (R100) broadband programme. The Scottish Government’s investment to enhance Scotland’s digital infrastructure is central to our response to the COVID-19 pandemic and underpins the transition to net zero emissions and environmental sustainability.

This role is as part of the Portfolio Management Office team and you will work closely with programme, delivery and policy teams within the Division to help maintain delivery momentum across our portfolio of digital infrastructure programmes. You will form part of the wider PMO services, with experience in programme management disciplines and applying these in a fast-paced and high profile environment. Also, you will be required to work flexibly to meet demands across different programmes subject to portfolio priorities.

This is a fantastic opportunity to contribute to the successful delivery of strategic national infrastructure priorities and will provide excellent development opportunities within a Portfolio Management environment.

You will ideally have experience of working in a high profile portfolio or programme environment and/or a PPM qualification. Experience within a reporting/management information/analytics environment and benefits management experience is also desirable but not essential.
Responsibilities:
  • The role of Portfolio and Programme Management Officer covers a diverse range of activities which support the delivery of the Digital Connectivity Portfolio’s objectives. Primarily you will provide information and support to strengthen governance, monitors and controls across the portfolio.

  • You will work closely with Senior Portfolio Management Officers to collect information and ensure consistency of standards is being met for reporting at Portfolio level.

  • Reporting to a B3 Senior Portfolio Management Officer you will be required to complete tasks in the following areas:

  • Governance & Reporting: Help to coordinate reporting from Projects and Programmes for a range of Governance meetings which will be used to provide an analysis of performance. You will also be responsible for maintaining action logs and taking minutes when required.

  • Risk and Issue Management: Support the maintenance of the Risk Register, ensuring reporting standards are met.

  • Planning and Scheduling: Support Senior Portfolio Managers to monitor milestones, progress and dependencies across the Portfolio.

  • Benefits Management: Support with tracking benefits across the Portfolio.

  • Working with others: Build strong effective and credible working relationships across the portfolio and wider Scottish Government to aid delivery.

  • You will also more generally be required to support a range of activities in the Portfolio Management Office team to enhance delivery capabilities.

  • There may also be potential for line management responsibilities in this role.

1. Experience of providing quality PPM functions, services and artefacts to support delivery.
2. Excellent written and verbal communication skills to deliver quality work and build strong effective relationships with stakeholders in a fast-paced environment.
3. Ability to collate, organise, analyse and use information whilst working on your own initiative, adding value and quality at all stages.
4. Ability to work flexibly and respond positively to changes in demands or expectations, to a high standard.

Minimum Time in Post

The successful candidate will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.
In the event that further posts are required, a reserve list of successful candidates will be kept for up to 12 months.
