Duties

As a Policy Analyst, you will:

  • Review compliance with Committee on Foreign Investment in the U.S. (CFIUS), mitigation agreements, letters, and orders, and recommend Department of Energy (DOE), policy positions when issues related to non-compliance are identified.
  • Monitor CFIUS mitigation agreements for which DOE is a CFIUS monitoring agency (CMA), including annual or semiannual information meetings with mitigated businesses, travel to conduct annual site visits and interviews at offices and facilities of mitigated entities, daily and weekly review of requests for CMA action, periodic review of requests for waivers and amendments of CFIUS mitigation agreements.
  • Identify and define issues and problems by gathering, developing, weighing, and/or validating data in balancing a wide variety of concerns and requirements, such as financial, technical, policy, and programmatic issues.
  • Serve on DOE and/or interagency work groups on potential enhancements to the processes by which the DOE or CFIUS conducts national security reviews of foreign investments, develops mitigation strategies, and monitors and enforces CFIUS mitigation agreements.
  • Review audit reports to ensure compliance and represent DOE as a spokesperson at interagency meetings that jointly monitor CFIUS mitigation agreements, letters, or orders.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13 in the Federal service. Specialized experience for this position is defined as:

  • Understanding of public policy issues, polices, and programs to develop, present options, and recommend legislative, regulatory, or other policy actions;
  • Planning and coordinating complex and innovative policy studies of major programs and issues of national or international significance;
  • Drafting and editing public policy statements, contributing to reports for publication, responding to official and public inquiries;
  • Advising staff and officials on industry or government policies and plans, market analyses, government statistics and reports.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
