Business and International Tax

The Business and International Group (BIT) is one of 14 groups in the Treasury. The aim of the BIT Group is to provide strategic oversight of business, environmental, transport, property, VAT, excise taxes and customs duties that together raise revenue of over £250 billion a year. The Group works closely with other government departments and is outwards facing towards key stakeholders, including business, industry, interest groups and international counterparts, and there are opportunities to be part of this engagement at all levels.

The work of the Group is vital to fund essential public services, while working with other Treasury Groups to support the Government’s wider agenda – including supporting economy as it recovers from the impact of COVID-19; developing and negotiating new customs arrangements following the UK’s departure from the EU; levelling up opportunities across all parts of the United Kingdom; and delivering “Net Zero” carbon emissions by 2050.

The Corporate Tax (CT) team work on high-profile and politically important policy measures that are central to the government’s economic and fiscal objectives, whether that’s encouraging business investment, improving the UK’s international competitiveness, protecting the UK’s tax base or finding new ways of raising revenue.

Our work can be dynamic and fast paced with short deadlines at times. The focus is on tax areas that are technical but equally prone to hit the newspaper headlines, meaning the work is relatable and very exciting. You will be given lots of support and on the job training to help you develop the skills needed.

We are looking for a Policy Adviser to join our team’s International Branch. This role is stretching and provides a great opportunity to work on high-profile issues that have a direct impact on the government’s finances, on companies, and on the UK’s attractiveness as a place to do business. The post holder will initially have the responsibilities listed below – though these may change over time to reflect ministerial priorities, and the needs of the wider CT team. The post will not have any formal line management responsibility but there will be opportunities to develop skills in mentoring colleagues and leading projects.

Great policy making is about understanding what needs to change, what problems need to be solved and supporting Ministers to arrive at the best solution to deliver the change. Policy also means working out how we are going to make the changes or solve the problems, and then delivering on those plans. To do all this, we need to build relationships with Ministers, Civil Service colleagues (especially colleagues in HM Revenue & Customs), groups with expertise, and the public. To work on international tax policy as a Policy Adviser, you will need to demonstrate a range of skills, including strong relationship-building skills, the ability to clearly explain your thinking both in writing and in person, and the drive to overcome challenges and see your ideas through into action and delivery.

You do not need to be a policy professional, have any specific qualifications or knowledge of tax to apply to work as a Policy Adviser in the CT Team.

We are looking for someone motivated to come and work with us on a range of international CT issues, to protect the UK tax base. This includes Pillar 1 of the OECD/G20 two-pillar agreement, which is a fundamental reform to the way businesses operating internationally are taxed. International negotiations on this are ongoing so this is an exciting time to join this high-profile area.

Responsibilities include:

  • Collaborating with Treasury and HMRC colleagues to develop and test innovative solutions to international tax policy problems, examining them from different perspectives (e.g. economic, legal, political).
  • Advising ministers on how to use tax policy to support their objectives and in preparation for meetings with international counterparts and domestic external partners.
  • Working with business and other partners on policy proposals and preparing measures for announcement at the Budget.
  • Producing timely and well-written briefing and correspondence for ministers, press office and fiscal events.
  • Build and manage relationships with counterparts to international negotiations.

  • Situation - Describe the situation you found yourself in and what happened.
  • Task - The Hiring Manager will want to understand what you tried to achieve from the situation that you found yourself in.
  • Action - What actions did you take and how did you do it. Make sure to use “I”, not “we” to explain how your actions lead to a result.
  • Result - Use facts and statistics to demonstrate the results that your actions produced. Explain whether it was a successful outcome, and if not, what you learned from the experience.

Eligibility Statement

Individuals appointed to the Treasury Group will be subject to National Security Vetting. To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for at least 3 out of the past 5 years. A lack of UK residency in itself is not always a bar to security clearance but the Department will need to consider eligibility on a case by case basis using all information that can be obtained following a successful application.
