Job Introduction

The UK Health Security Agency (UKHSA) has been set up to provide health security for the nation by protecting from infectious disease and external hazards. It will take action like no other organisation previously in order to mitigate threats to health before they materialise. UKHSA will be a trusted source of advice to government and to the public.

As PMO Manager you will define and maintain the standards for project management within your business area. This includes the implementation and sharing of best practice as well as the development and application of project procedures, tools and techniques in order to standardise methodologies. You will provide expert guidance, support and insight on the project which will be typically low to moderate in complexity, and act as the source of all project information and metrics.

Home based with approximately 1 day a month in the office - Office Location 17 Smith Square, Westminster, London, SW1P 3JR

Main Responsibilities

  • Lead the PMO in supporting the project to deliver against the business case, championing the use of best practice project management standards, frameworks and processes.
  • Support the Programme Manager in the development of the business case.
  • Forecast costs against agreed budget.
  • Support the Programme Manager with the identification of resources, recruitment, deployment and development including the reassignment of resources throughout the project lifecycle.
  • Provide advice on appropriate tools and techniques for managing stakeholder relationships.
  • Establish processes and standards for managing risks and issues.
  • Ensure appropriate governance is in place.
  • Arrange external assurance reviews at appropriate points in the programme lifecycle (eg Gateway reviews). Monitor the effectiveness of controls and ensure recommendations from assurance reviews are acted upon.
  • Establish and implement processes to change the scope of projects and update configuration documents as required.
  • Establish and manage project controls, reporting on project progress and status to appropriate boards and stakeholders.
  • Provide direction and guidance to the project team, identifying common capabilities and opportunities for sharing methods and lessons learned.
The Ideal Candidate

Essential Criteria

  • Experience of leading a PMO team, or managing complex projects, with detailed knowledge and experience covering planning, risk and issue management, governance, and assurance.
  • Working knowledge of resource management, scheduling, budgeting and cost management, business case development, change and implementation and change control in a project or programme environment.
  • Detailed knowledge of project methodologies and frameworks.
  • A visible leader with experience of promoting diversity, inclusion and equality of opportunity, respecting differences.
  • Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
  • Ability to work well under pressure, motivating and supporting others to deliver under challenging timescales and with competing priorities.
  • Excellent presentation, briefing and drafting skills.

Desirable Criteria

It is desirable that the candidate has knowledge and experience of Project Management Methodology supported by professional qualifications such as:

  • PRINCE2 Practitioner
  • Managing Successful Programmes Practitioner or Advanced Practitioner
  • Agile Project Management Practitioner
  • Management of Risk Practitioner
  • P3O Practitioner
  • APM Practitioner Qualification or Registered Project Professional
  • Project Leadership Programme
