Overview of Role

Working in Operational Readiness you will develop and manage all required readiness activity for the investment programme, in order to ensure that full customer, operational and maintenance benefits are derived from those programmes.

The primary purpose of the role is to ensure that all the Customer Operations and Maintenance aspects of the upgrade programmes are delivered on time, by co-ordinating activities across TfL Operations and beyond (including Skills Development, Establishment Planning, Transport Planning etc). Another important aspect of the role is to support the interrogation and evaluation of suppliers’ delivery and migration plans such that operational and maintenance readiness plans can be aligned to the delivery of new assets.

The post holder will be a subject matter expert within the Operational Readiness team on planning and project management matters.


Key Accountabilities

  • Develop plans to manage an integrated programme of operations and maintenance activity to support upgrade programmes, utilizing a range of planning tools and software as appropriate
  • Manage the preparation and management of operational and maintenance migration plans, such that the performance and capability are clear at each stage of the transition, and the resources required by front line teams are understood
  • Identify the operational and maintenance resources required to undertake the necessary activity at each stage of the upgrade programmes, ensuring the optimal and most efficient use of those resources to minimise cost
  • Tracking progress and identifying issues and risks on operational and maintenance readiness throughout the project or programmes lifecycle, providing management information to senior stakeholders that enables timely issue resolution
  • Ensuring that the operational and maintenance readiness plans protect service reliability during transition to new systems and equipment, and that the capability of the new assets can be translated into improved services
  • Identification of existing business processes either impacted by a project or programme, or which constrain a project or programmes delivery, and working with the owners of those processes at a senior level to make the necessary changes
  • Providing professional input and evaluation, supporting a wide range of planning and decision-making process within the team, supporting project delivery

Skills, Knowledge & Experience

Skills

Essential

  • Excellent communication skills and the ability to influence senior management
  • Ability to prepare reports on complex subject matter and present the results of those studies to stakeholders
  • Ability to develop and track a detailed plan, including identifying the activities, interdependencies, lead times

Desirable

  • Strong analytical skills together with good appraisal techniques
  • Ability to consider the strategic implications of decisions.
  • Ability to develop a prioritised work programme, integrating a wide variety or workstreams and identifying critical paths
  • Ability to work efficiently with team members from a range of different disciplines
  • Ability to use project management software such as MS Project or P6
Knowledge

Essential

  • Knowledge of the key principles of project management
  • Knowledge of the key principles of railway operations, maintenance and engineering (although detailed technical expertise in these disciplines is not essential)
  • Knowledge of where to seek the appropriate technical advice and the ability to evaluate that advice
  • Knowledge of the activities, processes, responsibilities, and lead times within TfL to deliver change programmes

Desirable

  • Direct or indirect knowledge of the operational railway including operational train service management, station operations, rules and regulations, safety legislation and operating procedures
    In depth knowledge of TfL’s organisation structure, policies, governance processes and safety and assurance regime
Experience

Essential

  • Experience of developing plans and supporting the management of projects
  • Experience of working in a multi-disciplinary team
  • Experience of managing customer and supplier relationships and expectations

Desirable

  • Experience of working with Pathway documents and processes
  • Experience of designing and delivering operational readiness activity
