Ensure that all permit requests are made in compliance with NRSWA, TMA 2004 and the London permit scheme (LoPs) and where permit applications are rejected or where conditions are requested to address these in an appropriate manner to ensure effective, efficient coordination and monitoring of third party works and the council promoted works.
As the permitting Officer you will be required to;
- Analyse and deal with permit applications accurately and efficiently within the agreed timescales and in line with national conditions.
- Highlight conflicts, grant or refuse permit applications.
- Assist in the coordination of permits working as part of a team to resolve any conflicts, refusals or directions or variation requests which must be acted on immediately by updating the permit as required. Liaise with the utility company to a satisfactory conclusion.
- Maintain precise and accurate and up to date records in line with permit procedures, NRSWA and TMA legislation.
- To assist the Street Works Manager in queries and enquiries relating to works on the highway from Ward Members, other Council officers/departments and members of the public.
- Produce, maintain and analyse records of all Street Works activities and provide comprehensive reports, documents and statistical information, to enable the Street Works Manager to assess the performance of Statutory Undertaker's works on the highway.
- To keep abreast of all legislation and technical developments relating to the technical and operational aspects of the Street works service.
- Ensure details of relevant Council and utility works are entered on Transport for London’s TMAN system and Forward planning tool in accordance with guidelines.
- Assist the Street Works Manager to maintain the Council’s Associated Street Data (ASD) in respect to the Street Works Gazetteer.
- Represent the Council at meetings with utilities, Police, Transport for London, HAUC and other forums.
- To be responsible for logging and issuing all incoming street works related correspondence and undertaking any other duties within the general scope of the post as required by the Street Works Manager.
The successful candidate will have:
- Preferably technical qualification
- Demonstrable experience in analysing concerns and issues and offering creative, innovative, workable solutions arising from the Traffic Management Act 2004 (TMA), New Road and Street Works Act 1991(NRSWA) network co-ordination to minimise disruption and enhancing the reliability and availability of the Local Road Network
- Practical experience of street works administration and inputting/ retrieving information from an electronic street works register.
- Ability to meet established goals and deadlines.
- Collaboration skills and teamwork.
