Role Area Main Duties and Responsibilities Appointing People

Support the Director of People and Safeguarding with the management of EDBF recruitment processes by:

  • Working with the People Administrator and leading the recruitment, selection and appointment of EDBF employees

(excluding senior managers) to ensure that appointment processes run smoothly and the best employees are selected through fair and consistent processes.

  • Providing good practice advice on the selection of personnel with expert advice on safer recruitment and having due regard for equality, diversity and inclusion.
  • Providing advice regarding compliance with Home Office immigration regulations and carrying out spot checks of Right to Work documentation held on EDBF files.
  • Providing expert advice with regard to taking up references and other pre-employment checks.
  • Ensuring that the best people are always recruited by coaching managers in the most effective recruitment methods.
  • In conjunction with the People Administrator, building relationships with recruiters and drafting briefs in an effort to hire people with the appropriate skills.
  • Support and participate in the recruitment and interviewing of potential employees as required.
  • Using aptitude/ability/ psychometric tests in recruitment and selection if appropriate.
  • Leading projects that have been identified by senior clergy and managers to improve the appointment/recruitment processes across the diocese.

Developing People Support the Director of People and Safeguarding People
Administrator to:

  • Shape the culture of the Diocese of Exeter by up-skilling and coaching managers on ‘People’ issues.
  • Coach individuals on both a 1:1 basis and in group training sessions to practically implement People policies to manage absence, discipline, capability and grievance issues.
  • Help drive leadership/skills development and resourcing practices to extend management capability especially in the areas of coaching and mentoring.
  • Establish a sound succession plan for employees in line with the diocesan strategy and objectives.
  • On request, to advise members of EDBF Senior Management

Team on appropriate and relevant personal development and training plans for employees.

  • Prepare annual EDBF Training and Skills Development Plan following review of annual PDR forms.
  • Develop coaching, mentoring and secondment schemes to support employee development and the achievement of personal plans via robust training plans.
  • Keep up to date with developments in the law regarding common tenure and clergy terms of service, and to participate in the Church of England HR Advisers network.
  • Undertake regular performance reviews and one-to-one meetings.

Engaging People Support the Director of People and Safeguarding and People
Administrator to:

  • Conduct employee opinion surveys.
  • Effectively care for people by implementing wellbeing and pastoral care initiatives/services agreed by the WellbeingPanel.
  • Work with the Finance team to produce employee salary documentation ensuring that recommendations for pay rises are made following EDBF Standing Committee approval.
  • In conjunction with the Communications and Engagement Director establish effective communicating and listening forums.
  • Conduct monthly payroll processing for EDBF employees.

Culture Support the Director of People and Safeguarding and the Mission and Ministry Team to:

  • Help drive thinking on how to further develop a culture which supports diocesan capabilities to realise strategic goals including the ambition to be a great place for ecclesiastical office holders and employees to serve and work.
  • Ensure that the EDBF and the diocese operate within employment law and other relevant regulations used for governing people.
  • Help shape the culture of the organisation by training and coaching managers on employee/clergy people issues.
  • Challenge and coach managers to design organisational structures which will drive the organisation forward.
  • Collaborate with Parishes, Benefices, and Mission Communities across the Diocese of Exeter to establish an agreed set of values indicators to create healthy cultures which enable faith communities to bless and be blessed by the people in their local area.

Wellbeing Support the Director of People and Safeguarding, the Diocesan
Wellbeing Panel and the Wellbeing Champion and People
Administrator to:

  • Effectively care for people by implementing wellbeing and initiatives/services agreed by the Wellbeing Panel.
  • Promote the importance of wellbeing for and amongst clergy and EDBF employees.
  • Contribute to the continuing Ministerial Development Review programme as appropriate.
  • Meet termly with the Mission and Ministry team for future planning, for review and to feedback current presenting issues to enhance organisational learning across the Diocese as appropriate.
  • Be the main point of contact for Clergy Household Hub.

People Advice Support the Director of People and Safeguarding and People

Administrator to:

  • Provide high quality partnering support and advice regarding less complex People matters for EDBF employees and personnel within Parishes, Benefices, and Mission Communities across the Diocese of Exeter.
  • Ensure that good employment practices are followed by serving as a source of authoritative advice on best practice and new developments in employment law.
  • Offer professional and accurate guidance and direction at all levels of the diocese on People, common tenure, employee relations and employee engagement matters.
  • Formally and informally advise and support on issues of competence, discipline, grievance, absence and wellbeing.
  • Implement disciplinary matters and deal with less complex grievance and performance issues.
  • Provide support and technical advice to deaneries, parishes, mission communities and chaplaincies on People issues relating to day to day People matters, through the application of policy and best practice.
  • Solve less complex People related issues through the application of professional human resource knowledge and experience.

Support to the Director of People and Safeguarding

  • Understand how the People Team supports the widerobjectives of the Diocese of Exeter.
  • Build and maintain strong relationships with colleagues across the Diocese of Exeter and EDBF.
  • Support the Director of People and Safeguarding and People

Administrator.
Employee Relations Support the Director of People and Safeguarding to:

  • Support employee relations initiatives, including minute taking at disciplinary/grievance meetings and ensure these are typed up within 5 days of the meeting.
  • Ensure the diocese is protected against litigation, by providing guidance to clergy, line managers and employees in relation to People employment processes and procedures.
  • Advise on both short and long-term absence cases, and with Occupational Health advice, aid managers and senior clergy members to address absence confidently and manage issues of capability and performance.
  • Work with external legal advisers on employee relations issues as and when required.

People Information Management

  • Review, develop and maintain effective processes and systems for all aspects of the role ensuring these are in line with legislative changes both parliamentary and ecclesiastical.
  • Use the Clergy Data System/PeopleHR to produce Monthly/Quarterly Operational data.
  • Using PeopleHR Provide information and reports on key People analytics, managing up to date personnel records, tracking and reporting on issues.
  • Ensure relevant People (HR) information is made available in a timely way for the Director of People and Safeguarding and other key personnel.
  • Keep accurate notes, correspondence and records and place on file as appropriate.
  • Ensure information management systems and policies are adhered to, including Social Media, GDPR and Data Protection Act 2018.
  • Always maintain confidentiality.

Generic Responsibilities

  • Challenge to ensure what is fair, equitable and reasonable.
  • Assist in the implementation of diocesan change initiatives where appropriate.
  • Under the direction of the Director of People and Safeguarding lead and/or support on ad-hoc projects as identified, including researching and preparing reports/papers on People (HR) matters as agreed with the

Director of People and Safeguarding.

  • Maintain up to date knowledge of developments in People (HR) practice and employment law (both secular and ecclesiastical) and take a proactive approach to continuous professional and personal development.
  • Undertake any other duties that may reasonably be expected.
  • Be consistent with the diocesan values.

Safeguarding Ensure all Diocesan Safeguarding Policies and procedures are adhered to.

  • Own safeguarding training to appropriate Leadership Pathway Level. Safer Recruitment training and adherence to the Safer Recruitment policy and process.
  • Any additional training and awareness relating to the specific sensitives and responsibilities of the People (HR) Officer role.
  • Work with the Director of People and Safeguarding to stay up to date with safeguarding issues as they affect own area of work.
