Job summary
Due to Legislative Reform, Companies house is going through the biggest transformation of its purpose and powers since we were established in 1844. These changes will be key to supporting our transformation and enables us to achieve our strategy. Delivering legislative reform is also one of our organisational priorities.
As Penalties Collection Manager you will be taking the lead on introducing new processes for the collection of Register of Overseas Entities (ROE)/Legislative reform penalties. You will report into the Senior Debt Collection Manager and will play a key role in the Finance & Commercial Directorate.
These legislative reform changes will be high profile penalty schemes. You will need to analyse management information to monitor, report on and challenge both internal and supplier performance to assure the best outcome for CH.
You will be responsible for leading a small operational team in collecting this debt as well as managing external debt collection contract(s) on a day-to-day basis. Initially this role will have line management of 1 direct report, however, this will evolve as the volumes and number of new penalty schemes to manage become live over the next few years.
You will be expected to engage in the wider leadership of Finance. Ensuring that all stakeholders are kept informed of performance and developments, as this role will be working collaboratively across Companies House to develop and refine the processes.
We’re currently working in a hybrid way at Companies House and office working at least once a week will be expected with this role. This role will be aligned to our Cardiff office.
Job description
Leading the ROE/Legislative reform operational team for internal debt collection as well as managing the outsourced activity for this debt.
Draw on existing LFP debt management policies and processes to develop robust processes and controls for the new penalty schemes.
Monitor, review, and update the debt management policies and processes.
Analyse management information to monitor, report and challenge on both internal and supplier performance.
Champion strong customer service and manage service delivery.
Manage stakeholder engagement with both internal and external stakeholders to ensure processes are as effective and efficient as possible with the view to automating as much as of the process as possible to drive value for money.
Role model and engage the team on developing effective processes across the whole life of the debt, and thereafter applying a continuous improvement ethos.
Ensure succession planning and cross over of understanding across all penalty schemes.
Engage with cross government debt groups.
Management of the risks in the ROE/Legislative reform penalty schemes debt collection process and contract and review/amend controls as appropriate to ensure that risks are properly identified and mitigated.
Person specification
Essential
- Finance or Credit Management Qualification (e.g. AAT/CCAB) desirable or qualification by experience of finance systems, processes and Credit Management (Minimum 3 years).
- Experience in managing a financial operational team and sound knowledge of financial processes and systems.
- Excellent communication and people skills.
Desirable
- Great collaborator to build working relationships within the Finance directorate and across the business.
- Ability to work under pressure, prioritize workload and meet deadlines with conflicting demands.
- Risk management and internal controls knowledge and experience.
