Are you looking for a new role in Change Delivery and Operational Management? We are looking for a operations services manager to join our Change Directorate Support Office team to support the FCA’s ambitious portfolio of change.
The FCA Change Directorate provides expertise in regulation and business and technology change, with a current focus on project delivering the FCA’s strategic goal to become a more data led regulator.
We are creating a new team within the Change Directorate to support delivery of our change priorities, with a focus on delivering on our overall change excellence frameworks and to standards, implementation of the directorate’s people strategy, and supporting the effective operational performance of the Directorate with regards to risk and fiscal management.
What you will be doing:
- Establish and manage the delivery of an Operational Risk, Assurance, Financial and Benefits Management and Reporting service to support the departments within The Change Directorate to execute a common set of standards, processes and deliverables.
- Manage a team of specialists to fulfil the operational services.
- Implement strategic initiatives and cross divisional improvements.
The skills and experience you will have:
- Supporting the construction and achievement of the Change Directorate Annual Business Plan
- Manage and motivate a team of up to 10 people, providing an Operations service to the Change Directorate Leadership team, including Operational Risk, Assurance, Financial Management and Performance Reporting.
- Comfortable in building a new function
- Supporting colleagues throughout the change agenda

Minimum:
- Experience of leading operational/project teams and strategic initiatives
- Experience of Project / Business Change or technology enabled change
- Significant experience of implementing operational frameworks for monitoring performance against indicators, e.g. risk management, assurance, resource ultilisation and workforce management, financial ad benefits management.
- Experience and expertise in providing a support service e.g. Operational Risk and Assurance Management, Operational Reporting, Financial and Benefits Management, and identifying improvements to services.
Essential:
- Effective influencing and negotiating, able to ensure internal priorities are managed alongside business priorities and receive adequate attention and resource to continuously improve and develop the services.
- Able to engage and present complex information in a simple, clear and accessible format to a variety of audiences.
- Strong problem solving skills and to identify root cause, build solution options and gain consensus and buy in to solutions to key operational challenges and drive innovation within the team.
- Able to build and maintain a broad range of relationships across the organisation, collaborating with corporate function teams and the Change Directorate Leadership team to ensure effective completion and governance of corporate activities.
- Strategic and pragmatic thinker, able to solve strategic delivery problems through the development of initiatives to improve the long-term service provision of Change Directorate services, including innovation and applying industry leading practices to overcome operational challenges, whilst ensuring that the day to day operational issues are managed effectively.
Desirable
- Experience in leading operations services teams.
- Experience in providing operational governance service to business change and IT teams.

This new team, the Change Directorate Support Office, will play a pivotal role with regards to developing and engaging our people, driving operational rigour, management of risk and will play a key strategic role enabling effective execution of our priorities.
This role is at Manager Grade within the Corporate Family.
- The salary range in London is up to £90,000 per annum plus a competitive benefits package, including a non-contributory pension
- The salary range in Edinburgh & Leeds is up to £83,000 per annum plus a competitive benefits package, including a non-contributory pension
