Job description

Grade A - £50,466 (National Framework) or £55,635 (London Framework – if you are London office based or homebased and live within the boundary of the M25) – There is also an additional homeworking allowance of £529 per annum for those working from home.

Contracted Hours: Full time 37 hours per week. Part time hours will be considered depending on business needs.

Contract Type: Permanent

As an Operations Manager you will lead a team of cross-sector specialists to deliver end-to-end assessment activity, managing system-based assessment activities where necessary, consulting where necessary with Senior Specialists on complex and high-risk activities.

You will be responsible for delivery of overall programme in line with agreed Key Performance Indicators, and operational leadership of an Integrated Assessment and Inspection Team multidisciplinary team, including direct line management of Assessors and Inspectors.

This role will be accountable to the Deputy Director, Operations for their geographic Network.

What you will bring…

To succeed you’ll be an expert in managing operational delivery with a good understanding of the health and care sector. Advising and coaching others to generate a better understanding of regulations and appropriate interventions.


As a natural leader you will motivate and lead your team by example in the achievement of personal and team goals.

You’ll have excellent communication skills along with experience of building relationships with internal and external stakeholders.


You’ll have good organisation skills, with the ability to work to deadlines and under pressure using quality management, evaluation and implementing policy to manage operational risks.


Accountabilities:


Accountable for managing end-to-end assessment activity through a team of cross-sector and discipline specialists, managing system-based assessment activities where necessary.


Manages operational risk, ensuring that provider and system risks are managed appropriately across their MDT patch, escalating any issues through the relevant governance mechanisms.
Manages resources efficiently and collaborates to support delivery and mitigate risk in the wider network as appropriate.

Ensures appropriate enforcement action is taken in partnership with the relevant CQC-relationship holder, using specialist legal and enforcement advice as appropriate.


Ensures Data & Insight operational insights are appropriately applied within their MDT footprints, for example provider-based risks and system-based risks, working in collaboration with Senior Specialists, other MDTs, Network colleagues, Hub, Data & Insight Unit when required.


Works closely and effectively with operational colleagues, Senior Specialists, Regulatory Leadership managers, and other key business partners to support delivery and mitigate regulatory risk, taking proactive steps to drive improvements, problem solve and manage issues as they arise and to ensure a successful outcome.

Ensures appropriate and timely safeguarding, owning local delivery of the safeguarding agenda and approach.


Liaises with and ensures effective support from function Business Manager and/or support team.


Responsible for developing and managing relationships with external stakeholders for their MDT and geographical areas.


Supports CQC to respond to concerns from the public, POCU and MPs.


Deputises for the Deputy Director, Operations, as appropriate.


Provides line management to their team in the area of responsibility and work with Operational colleagues, Senior Specialists, Regulatory Leadership managers to ensure colleagues have the appropriate support to undertake their role and aid career development.


Ensures delivery of relevant Key Performance Indicators.


Maintains personal expertise in relevant specialisms by participating in continuing professional development and the implementation of personal development plans for self and others.


Promotes team and individual awareness of CQC strategy, policies and procedures.


Plays an active corporate leadership role across their Network, including role modelling inclusive behaviours in everyday interactions and promoting diversity and equality of opportunity, treating everyone with dignity and respect and challenging discrimination.


Promotes a culture of respect and fairness and understands personal responsibilities around delivering against CQC diversity and inclusion strategy.

Role models and supports others to instil CQC values into everything that we do.


Essential Skills and Experience:


Highly expert in managing operational delivery (Essential).


A good understanding of the health and care sector (Essential).


Able to advise and coach others, including peers and more senior leaders, to generate a better understanding of regulations and appropriate interventions (Essential).


Experience of delivering through others (Essential).


Experience of stakeholder engagement both internally and externally (Essential).


Excellent communication, interpersonal and presentation skills (Essential).


Analytical capability using internal and external data and insight to drive decision making and quality improvements (Essential).


Experience of quality management and evaluation (Essential).


Experience of implementing policy to manage operational risk (Essential).


Good organisational skills, ability to work to deadlines and under pressure (Essential).


Able to work independently and as part of a team (Essential).


Relevant professional degree (Desirable).


Experience of working collaboratively across a number of disciplines and in partnership with others to drive improvement and innovation (Desirable).


Experience of supporting regulatory interventions across the operating model, including registration and enforcement (Desirable).
