Battersea Healthcare Community Interest Company (BHCIC) is a GP practice-owned community interest company established to support and develop local general practice and to provide quality healthcare for all the people of Wandsworth. We have a track record of providing patient focused healthcare services, while working to improve the capability of the Wandsworth healthcare system to provide better services for its patients.
BHCIC is the lead provider for the Multi-specialty Community Provider (MCP) in Wandsworth, integrating primary and community health & care services in the borough.
BHCIC has built collaborative working relationships with the 9 local Primary Care Networks, operating as Primary Care Wandsworth, to ensure a strong voice and influence for primary care in the further development of place arrangements as part of the South-West London Integrated Care System (ICS). BHCIC is also a founder member of the South-West London Primary Care Provider Alliance, a strategic collaboration of the 6 GP Federations within the ICS area.
Job Summary
The Operations Manager PC will work with the Associate Director of Operations to take overall responsibility for the delivery of all Primary Care contracts held by BHCIC. This involves managing the contract life cycle in all identified areas and will require comprehensive stakeholder engagement across the Wandsworth health and social care economy.
The Operations Manager PC will be required to lead, drive, and support the management and mobilisation of Primary Care & associated projects, to include but not limited to specification writing, project mobilisation plans and oversight of performance/delivery.
The Operations Manager PC will manage and support the efficient operation of the MICAS / SPOA service (the only directly delivered service of BHCIC). This will include maintaining the quality standards already established within the Wandsworth MSK pathway whilst developing service improvements and economic efficiencies which deliver high quality of care.
Principal Duties and Responsibilities
The Operations Manager PC will:
- Manage and develop all Primary Care contracts (established and new) whilst supporting and managing the Contracts Delivery Coordinator PC, plus any additional resource applied to support delivery of any contract.
- Support, manage, and develop the MICAS / SPOA service with the Service Manager within the Wandsworth MSK pathway working with MSK Alliance partners.
- Engage, contribute, and support programmes of work that supports primary care that may include but not limited to the Practice Support Team (PST).
- Work with the Associate Director of Operations to identify areas of growth and service development, providing support and contribute to the commercial development of BHCIC.
- Support and contribute to the organisations service development strategy.
- Actively participate in collaborative initiatives with other health and care providers, clinical leads, and the Associate Director of Operations to promote patient focused quality services of new and existing contracts.
- Engage and contribute to all related internal and external forums regarding service delivery, performance, and governance regarding existing and new contracts.
- Work with, contribute and support all BHCIC colleagues plus sub-contracted personnel.
- Work with, support, and contribute the BHCIC BI team with regards to development / improvement of services.

Service Development and Delivery
For all Primary Care contracts (existing and new) the Operations Manager PC will be required to:
- Work with and support the Contracts & Performance Manager to ensure contractual documentation is developed, agreed, and signed including:
Lead provider contract with ICB
Sub-contracts
Service level agreements
Development of new specifications, business cases, Data Sharing Agreements, Data Processing Agreements as appropriate
- Support the Contracts & Performance Manager as to the appropriateness of serving contract notices and issuing contract variations to providers.
- Support the Contracts & Performance Manager with contractual negotiations and annual reviews process.
- Manage Primary Care contracts ensuring they are effectively managed and delivered in accordance to planned levels and within pre-determined budgets.
- Lead, manage, support and implement new approved projects not limited to Primary Care, working with other BHCIC colleagues such as finance, governance, BI.
Quality
The Operations Manager PC will be accountable for ensuring contract (existing and new) meet their obligations through appropriate measures:
- Key Performance Indicators are monitored and achieved, or remedial measures are formulated which are recorded and monitored.
- Quality indicators such as compliments, complaints, quality alerts etc are acted upon and used to improve the quality of the service.
- Service Improvement Plans are developed to address service under performance.
- Effective risk management ensuring all appropriate risks are recorded with mitigating action plans to reduce impact to the service.
- Develop open and transparent relationships with the following stakeholders but not limited to:

ICB
PCNs
Other Wandsworth and South-West London stakeholders
Finance
The Operations Manager PC will hold delegated budget management responsibilities for primary care resources and will work with the Battersea Healthcare Finance team to:
- Ensure designated budgets are appropriately managed within the agreed parameters.
- Support other line managers to develop budget management skills to identify potential areas of
improvement in relation to service ‘value for money’ and savings.

Performance Review
Battersea Healthcare CIC operates a system of individual performance review/appraisal for the purpose of agreeing performance objectives and discussing development needs in line with requirements of service need in the operational plan.

Conflict of Interest

Disclosure and Barring Service (DBS)
It is a requirement that all roles are risk assessed for eligibility for a DBS disclosure before any level of check is undertaken. You are required to report to your line manager any changes to your DBS status after the check has been undertaken.

Education & Training
Personal continuing professional development is encouraged, and an annual performance review is in place to discuss CPD and on-going objectives.
Completion of all on-going statutory and mandatory NHS training is also a given of this role.
Each statutory and mandatory training cycle will be explained, self-reporting to HR will be promoted, and a final report on all training compliancy will culminate at the final point of your performance review.
