About Directorate
The Highways Service maintains one of the most valuable assets the Council owns, acting as a platform for social and economic prosperity. Enabling the undertaking of safe, reliable, and sustainable journeys while acting as the biggest Utility duct in the Borough as well as supporting emergency and response services. The Highways Service encompasses three integrated teams, Asset Management; Traffic Management & Compliance; and Performance, Programme and Innovation. Together they provide high quality and cost-effective highways and transportation management solutions, which are of real benefit to residents, business, and visitors to the borough, both now and into the future
About the role
The Operations Manager (Traffic and Compliance) is responsible for the traffic management, inspection, and compliance services. The scope includes acting as the Traffic Manager and Lead Enforcement Specialist for the service, leading on highways inspections and licencing, managing, and reducing congestion, liaison for private developments, managing temporary and permanent traffic management arrangements, liaison with Highways England, TfL, Statutory, Public Transport Providers, Undertakers, and other Interested Parties. Resolution of issues affecting access and managing and maintaining the provision of traffic regulation orders. Responsible for the compliance and enforcement protocols including effective management of damage to highways, highways licencing and insurance claims. Responsible for the growth of the service including identification and securing of sustainable third-party income through an integrated red and green claims management approach.
About you
- Overall responsibility for the service provided by the Traffic and Compliance team and their performance and relationships.
- To ensure the most efficient and effective deployment and management of resources within the allocated responsibilities.
- To establish and maintain effective and regular contact with appropriate stakeholders and ensure their views are reflected in the delivery of the service.
- Develop and maintain effective communication and consultation procedures to ensure the views of the commissioning client and the community are fully incorporated in all services.
- Ensure compliance with all Health & Safety legislation and associated codes of practice, and the Authorities policies.
