OPERATIONS/CONTRACTS MANAGER
An exciting opportunity has emerged for an Operations/Contracts Manager with established track record to join a thriving highways and airfields business in close proximity to Lincoln. We are a leading civils, surfacing and line marking contractor with a client base covering the aviation, commercial, defence, highways and public sectors.

THE ROLE
Jointline Ltd are recruiting for an Operations/Contracts Manager to manage and deliver works across our line marking division for our clients that include tier one contractors, local authorities, defence organisations and airport operators who can drive our site teams to deliver on programme and budget.
Key Responsibilities:
- Plan works and ensure they are programmed to a level of detail necessary for the site team to deliver the scheme without delays.
- Management and organisation of internal and external resources to ensure programme and budgets are achieved.
- Ensure procurement and reconciliation of materials is carried out in accordance with company procedures to achieve best value and to prevent delays.
- Ensure site team compliance with company commercial policies and procedures.
- Produce and analyse progress reports, updated costs and forecasts.
- Ensure correct commercial engagement of subcontractors.
- Oversee measurement / invoicing of works in line with contractual requirements.
- Ensure weekly review of progress, budget resources and forward planning are carried out, and lookahead programmes are in place.
- To assist Commercial Managers and the Estimating departments with the preparation of tenders/priced quotations and bid submissions when required.
Quality Health, Safety & Environment:
- Promote a culture of health and safety awareness and compliance.
- By example, set the highest possible standards of leadership in promotion of QSHE procedures and best practice, ensuring compliance with company procedures and legal obligations.
- Allocate QHS&E responsibilities and duties for site personnel, check understanding and provide training as necessary.
- Maintain and manage works and subcontractors, ensuring all subcontractors follow company procedures and processes.
- Oversee and ensure that QHSE related documents are kept up to date and undertake senior manager site inspections.
- Liaise with third parties to ensure compliance with Chapter 8 and other required regulatory standards.
- Ensure compliance with company Quality Management Systems and National Highway Sector Scheme requirements.
- Preparation of project specific quality documentation including maintenance of records
- Manage quality of workmanship/materials to ensure high standard of finish to the client’s satisfaction.
- Ensure that all non-conformances and near misses are reported.
- Establish and promote best practice.
Customer Focus:
- Build and maintain relationships with new and existing clients and suppliers.
- Represent the company at progress meetings and provide a customer/client focused approach to resolving of operational issues.
- Portray a professional image to all clients and external bodies, in the management of the contract/project.
Key Measures & Targets:
- Adherence to all deadlines set and business objectives.
- Monthly and weekly reporting timescales are met.
- Ensure company KPI’s measures are met.
- Deliver contracts without safety incidents, within time and to budget.
Key Relationships:
- Close working relationship with Operations Managers, Commercial Managers, Site Teams and other Contracts Managers.
- Develop positive working relationships with core client’s and the wider Jointline supply chain in order to facilitate current and future contracts.
- Build positive relationships with your team. Create a culture and environment where team motivation and morale is high and earn respect of team members to gain their commitment and support to ensure optimum output.
- Build and maintain strong internal stakeholder relationships.
Qualifications and Experience:
- Extensive experience of managing works within a highway maintenance and/or aviation discipline.
- Experience within Term Contracts or Highway Maintenance works is desirable.
- Commercial awareness, including knowledge of Forms of Construction Contracts, Methods of Measurement and Specifications.
- Previous BPSS or Security Clearance advantageous.
- The ability to programme contracts and efficiently manage resources to meet operational and commercial targets.
- Excellent people management skills with the ability to influence and mentor.
- Good technical knowledge of materials.
