If so, we have an exciting opportunity for an operational manager to join our senior leadership team, collectively delivering multi-speciality allied-health professional (AHP) and specialist nursing Countywide Planned Care services.

Services within Countywide Planned Care include (but not limited to); dietetics, podiatry, speech and language, physical health psychology, physiotherapy, occupational therapy, community rehabilitation, Parkinsons, long covid, falls, specialist long term condition management teams, asylum and refugee support, cancer therapies and AHP referral centres….….

Operationally manage a multi-disciplinary service, in accordance with Trust values, in the delivery of effective, efficient and high quality services for service users. To deliver MDT services at County level and professionally co-ordinate the interface with Primary Care and social services or delivery a specific service across the population of Staffordshire.

Work in conjunction with the General Manager and Head of Service, Clinical Lead and Professional Leads to develop and deliver safe and effective services. This is in accordance with key national targets, clinical standards, service priorities and performance indicators. Work in partnership with other professionals to provide multi-agency services that achieve the best possible outcomes for service users

The post holder will support and oversee operational delivery of the service requirements; they will be required to work autonomously in order to address issues impacting on service delivery with overall support and strategic direction from the General Manager / Head of Service. The post holder will also provide the leadership and management cover to the General Manager and ensure that key stakeholder relationships are managed with external partners across the Health and Care system.

MPFT provides physical and mental health care, learning disability, and adult social care
services across Staffordshire, Stoke-on-Trent, Shropshire, and Telford & Wrekin. In addition, we
provide services on a wider regional and national basis. We serve a population of 1.5 million and
employ around 8,500 members of staff.

Leadership / Service Development

Manage teams in accordance with Trust values and Care Group objectives.

Participate as a lead member of the Countywide Operational Leadership Team in the formulation of operational plans; which take into account local, regional and national drivers.

Act as an ‘integrator’ ensuring care is co-ordinated at either hub or county level designing and delivering patient pathways that are efficient and effective.

Develop effective working relationships with professionals both internal and external to the service, in particular ensuring that services are delivered around local population needs.

Delivery population health pathway redesign, in conjunction with the General Manager / Head of Service, to ensure appropriate skills, training and service focus is maintained.

Lead the planning and systematic implementation of standardisation of service delivery to ensure that the population of Staffordshire receive a cohesive and clinically effective service offer.

Develop local team objectives and plans across designated portfolio in conjunction with the General Manager / Head of Service to deliver services in line with the integrated care agenda and Care Group objectives.

To lead on embedding quality improvement within teams to drive forward service development and innovations through implementation of MPFT quality improvement and lean methodology.

Analyse data and information relating to performance to inform future priorities across the portfolio.

Work with the General Manager / Head of Service on service development and redesign and effectively manage service change across the workforce.

Work with General Managers / Head of Service to ensure that county-wide and hub level services work together seamlessly to ‘wrap around’ patients’ needs and unlock difficulties across portfolio’s and teams.

Work with the Planned Care Leadership Team to identify and implement efficiency savings through the review and redesign of services.

Ensure active service user involvement in the design, development and delivery of services. To implement robust processes to measures the impact service user feedback has on service improvement.

Influence Trust-wide practices and policies by contributing to the development of Trust policies as they impact on aspects of Planned Care Community Services.

Work with the General Manager / Head of Service and Operations Director to identify new business or contracts for local service provision.

To actively engage and contribute to IT steering groups across the care group around the development and effectiveness of IT systems which support system wide working.

Service Management

Ensure effective planning for operational delivery of the service adjusting plans in response to internal and external influences and priorities.

Support the Clinical Leads, Operational Leads and other operational Managers to ensure that services are safe and effective and delivered in accordance with evidenced based standards and recognised good practice e.g. NICE guidance.

Establish effective clinical governance systems and processes, under the direction of the Clinical Lead e.g. facilitating clinical audits. Implement recommendations from clinical audits with support from the Clinical and Professional Leads.

Develop local policies and standard operating procedures across the service to support service delivery.

Provide immediate advice and direction to team members in relation to operational service issues, analysing and interpreting the various options available.

Provide managerial and technical advice to other disciplines and agencies in relation to the service.

Ensure that national target and key performance indicators are met in accordance with the service specification, taking appropriate action where indicators are not being met with support from the General Manager / Head of Service.

Oversee the management of risk related to the delivery of services; identifying and monitoring risk, taking action where necessary to mitigate risk and escalating risks, as appropriate, with support from the General Manager.

Ensure adverse events / serious incidents are appropriately investigated and appropriate service changes are facilities to avoid further incidents with support from service leads.

Ensure systems are in place to respond promptly and appropriately, in an open manner, to complaints and queries concerning the service.

Investigate complaints, meet and respond to complaints and draft complaint responses, as requested by the General Manager / Head of Service.

Preparing reports and analysing data to evidence service performance and clinical outcomes, as requested by the General Manager/ Head of Service.

Ensure provision of a high quality administrative and clerical service to meet clinical and service needs.

Manage a delegated budget for teams, maintaining financial balance and ensuring effective and efficient use of resources.

Manage the purchase of resources and equipment required for the delivery of services.

Act as signatory, within authorised limits, in accordance with Standing Financial Instructions.

Workforce Management and Development

Create a team culture in which staff are valued and well-supported and able to deliver services with care and compassion.

Improve team functioning and effectiveness by developing team work in line with MPFT Trust Values.

Directly manage and supervise a range of multi-disciplinary staff within the teams/service.

Establish structures within the team to ensure effective management and supervision of staff across the service.

Ensure systems for clinical supervision are implemented and regularly reviewed for all team members.

Undertake effective service lead workforce planning, including succession planning and training and development planning to ensure the workforce has the necessary skills and knowledge to meet changing service needs as Primary care Networks develop and our MPFT integrated Care offer emerges.

Manage recruitment and selection of staff, taking into account workforce plans and new ways of working.

Ensure staff are appraised, in accordance with Trust policies, with individual objectives and personal development plans agreed in order to achieve service plans and Care Group objectives.

Monitor and manage attendance e.g. annual leave, training, and study leave, sickness absence, taking appropriate management action as required.

Ensure conduct and performance is effectively managed in accordance with Trust policies.

Undertake disciplinary investigations and present cases at disciplinary hearings, as requested by the General Manager / Head of Service .

Participate in the Silver Commander On-call arrangements, as required.

Clinical Role:
Clinical duties and responsibilities as appropriate / required by line manager : -

Carry out assessments including gathering complex information from clients, carers and other members of the multi-disciplinary/multi-agency team.

Contribute to the overall care plan using effective specific therapy focussed treatment programmes and negotiate and communicate these with the client, family, carers and other members of the treatment team.

Implement, evaluate, analyse and adjust therapeutic interventions according to individual needs, which may be highly complex.

Refer on to other agencies/disciplines according to individual client need.

Maintain accurate records of treatment programmes and interventions in line with Trust policies and professional guidance.

Write and disseminate reports according to agreed protocols in line with local, regional, national and regulatory body standards.

Work with multi-disciplinary/multi-agency teams involved in the delivery of care.

Contribute to multi-disciplinary meetings/care and treatment planning contributing the specialist clinical perspective.

Responsible for planning discharge of clients from own caseload.

Participate in and provide clinical supervision to maintain best practice, including reflective practice, and receiving and acting on feedback.

Working Conditions

Frequent requirement for sitting in a restricted position for a substantial proportion of the working time either in meetings, at a computer desk.

Requirement for key board skills to use IT systems, writing reports, respond to emails etc.

Occasional exposure to highly distressing or highly emotional circumstances, listening to clinical information (in meetings, supervision, etc) regarding service users’ experiences (e.g. child protection issues around extreme neglect and abuse).

Frequent requirement to concentrate on reporting writing or data analysis, chairing contentious meetings. There may be frequent interruptions to deal with other urgent matters.
