Job summary
Defence Marine Services (DMS) spans two directorates within Navy Command. Defence Marine Services - Next Generation (DMS-NG) is a stand-alone Programme within the Acquisition Directorate of Navy Command led by Director Acquisition. Working alongside the wider DMS team who are part of Director Force Generation operating through NBC Portsmouth, as the Senior User. DMS is responsible for meeting tri-service customer requirements for Marine Services support In-Port within the Naval Bases at Clyde, Devonport and Portsmouth and various Out-of-Port activities in support of Defence outputs. Current DMS outputs are delivered through two contracts, Continued Procurement of Marine Services (CPMS) and Range Safety and Aircrew Training (RSACT).
We are looking for dynamic, self-starting mariners with proven deck or engineering experience to take on the role of a Maritime Contract Officer. The posts will involve team and key commercial and military stakeholder engagement to effectively manage and deliver current and future maritime contracts. The successful applicants will be responsible for designing and developing sustainable maritime contracts, supporting the commercial team in mobilisation and delivery of current and future contracts, managing contract delivery, managing change control, risks and issues. This position is advertised at 37 hours per week.
Job description
The scope of work for the MSO2 Maritime Contract Officer posts will involve but not be limited to:
1. Provide both commercial and service maritime expertise to current and future contracts;
2. Provide advice on MOD/MCA/MAIB dependencies in particular with respect to Affected Services [Affected Services are those maritime tasks which are regulated by the MOD and not the MCA];
3. Familiarity with the technical aspects of the existing CPMS and RSACT contracts;
4. Assist with the delivery and oversight of these current contracts;
5. Assist with contract exit and transition to the new replacement DMS-NG contracts;
6. In depth understanding of the DMS-NG future contract Statement(S) of Requirement (SoR) and associated Service Delivery Areas (SDA);
7. Assist with new contract Bid Evaluations and Negotiations through the Invitation to Negotiate (ITN) contractual phase;
8. Assist with Bidder site visits across all contract SDAs;
9. Assist with Transition, Test, Evaluation and Acceptance of contractor proposed vessels and systems of work;
10. Assist with platform and capability acceptance;
11. Contribute to Learning from Experience (LFE);
12. Assist with DMS-NG project closure(s).
Person specification
This is an exciting, unique opportunity for a suitably qualified and experienced commercial or military mariner to join a dynamic team based within HMNB Portsmouth with pan defence maritime responsibilities. The post holder will need to be a proven self-starter capable of acting independently, able to communicate effectively both verbally and written. Also capable of interacting at all levels in both a commercial and military context to build relations with key stakeholders. Capable of successfully managing and helping to deliver the new maritime contracts. Travel around the UK and sometimes overseas will be required. There will be huge opportunities for the successful candidate to grow both contract management and delivery skills whilst in post.
Licences
Qualifications
a) MCA Recognised STCW II/1 OOW Unlimited Certificate of Competency; or
b) MCA Recognised STCW III/1 EOOW Certificate of Competency; or
c) RN Ship Command Qualifications or Engineering equivalent; or
d) Foundation degree/HND or higher in Naval Architecture, Marine Engineering, Marine Technology or Port Operations.
